DP's Lee tells AMAHCM he will reduce red tape By Yoon So-Yeon, Korea JoongAng Daily - Democratic Party presidential candidate Lee Jae-myung promised to liberalize laws involving foreign companies and their trade with Korea. “It is crucial that the law does not hinder competition among companies,” Lee said during a meeting with the American Chamber of Commerce in Korea (AMCHAM) held in Yeouido, western Seoul, Thursday. “The speed in which the world is changing is so fast that the law cannot predict what will happen and then regulate in advance. So we must break free from allowing certain things for companies and prohibiting the rest, to only barring certain things and allowing the rest.” Attending the meeting were executives from 12 U.S. companies in Korea: 3M Korea, Applied Materials Korea, Cubb Korea, Philip Morris International Korea, Qualcomm Korea, General Electric (GE) Korea, Pfizer Korea, Merck Sharp & Dohme (MSD) Korea, General Motors (GM) Korea, MGE International, Delta Airlines and Cytiva Korea. Lee’s pledge was in line with a statement he made earlier this month during a meeting with CEOs of local start-ups, where he vowed to change Korean laws from “positive” regulation to “negative.” Korea is considered to have “positive” regulation, which means that the law specifically lists things that companies can do, while prohibiting the rest. This is considered a fundamental hurdle for start-ups, especially those that try to expand the frontiers of business and do things that are new. “Investment and job opportunities from foreign companies is crucial not only to Korean companies but to the Korean government also,” Lee said Thursday. “The relationship between Korean and U.S. companies are quite special historically […] We will make sure to find ways to make that happen smoothly, fortifying the Korea-U.S. relations and alliance.” He added that if AMCHAM member companies provided him with a list of regulations they think are hampering investment in Korea, he will review them and consider changes. “The technical alliance between Korea and the U.S. is crucial, and we will endeavor to strengthen those ties,” Lee said. James Kim, chairman and CEO of AMCHAM, emphasized that the upcoming presidential election will be critical for shaping ties between Korean and U.S. companies. The number of AMCHAM’s board members who have been appointed head of their companies’ operations in Asia is the largest in AMCHAM’s history, meaning that Korea is becoming a key player in the Asian market, according to Kim. “We appreciate Mr. Lee Jae-myung’s important role in setting Korean policies that are helpful for foreign direct investment and help make Korea a regional headquarters for Asia,” said Kim. “There is lot of competition with other countries to attract foreign investment from strategic sectors like semiconductors. Speakers across different generations included O.H. Kwon, president of Qualcomm APAC, Robert Wilkinson, managing director of Colliers, Oh Ji-won, country chair of Shell Companies in Korea, and Tyler Joo, marketing director of global brands at AB InBbev. The moderator of the conversation, Christina Ahn, managing director of Morgan Phillips Korea, pointed out some of the differences noticed between young employees and senior employees. She said 6 in 10 baby boomers -- those born 1955-63 in Korea -- think having a good job is a prerequisite to happiness in life, while only 4.4 in 10 of Generation Z -- the youngest people entering the workforce -- agreed. When asked their opinion about hoesik, or company dinners, members of older generations responded that it is necessary for team building while 38 percent of younger people labeled it “a complete waste of time.” “If a company acknowledges differences between generations and addresses them properly, I think this is less of a challenge,” said Joo, the youngest speaker at the webinar. He added that the key to resolving intergenerational conflict in the workplace comes down to understanding how to interact with different generations and what motivates them. AMCHAM Chairman James Kim, who led the conversation, asked the speakers how they define “kkondae,” an expression used in South Korea to describe a condescending, usually older, person. Robert Wilkinson added that “there are young kkondae as well, as young people too, can be inflexible with their views of the world, unwilling to listen and try new things.” “The fastest way to close the gap with Gen Z is by changing myself first,” said Kwon. Communication, transparency and openness were brought up as the solutions to generational disparity during the webinar. “In our company, we have a culture of looking out for one another. Having this overarching culture unifies us and gives opportunity to speak out. We allow intervening regardless of how senior that person one is talking to” said Oh. A: 그동안 강력한 방역 조치에 불만을 토로하는 사람이 많았던 것으로 알고 있다. 그러나 아직 봉쇄에서 벗어나지 못한 많은 나라와 비교했으면 한다. 한국은 현재 전체 인구의 70% 이상이 백신 접종을 완료했다. 이는 OECD 국가들과 비교해도 손색이 없는 수준의 접종률이다. 이런 노력 덕분에 한국이 기업 하기 좋은 곳이라는 토대를 쌓았다고 생각한다. A: 미·중 갈등으로 더 이상 홍콩에 아시아 지역본부를 둘 수 없었다. 싱가포르도 고려했는데 언론의 자유가 없어 택하지 않았다. 그런 가운데 한류 열풍이 거세지고, 동시에 정보통신기술(ICT) 인프라가 좋다며 한국을 선택했다. 실제 와보니 인터넷 환경이 생각했던 것보다 더 뛰어나다며 만족감을 표시하고 있다. Q: 외국기업 투자 활성화를 위해 한국 정부에 건의할 것은. A: 세금문제다. 보통 법인세 같은 기업 세금만을 생각하는데 더 심각한 것은 개인에 대한 세금이다. 몇몇 미국 기업이 한국에 법인을 세워 유능한 인재를 보내려고 했는데 세금 문제 때문에 안 온 경우가 생각보다 많다고 한다. 특히 한국에 5년 이상 거주할 경우 한국인과 똑같이 과세하는 데 이는 뛰어난 인재와 기업의 한국 행을 막는 안 좋은 조세 제도로 개선돼야 한다.

Ossoff's Korea trip, which lasts from Monday to Saturday, drew the attention of business circles here, as the southern state has been at the center of large Korean investments in the United States. Georgia is home to two battery plants being built by SK Innovation and an electric car assembly factory to be constructed by Kia, all in accordance with U.S. President Joe Biden's initiatives to rebuild American manufacturing businesses. The ongoing projects by SK Innovation and Kia make Georgia a home to the factories and other facilities of more than 110 Korean enterprises. AMCHAM Korea Chairman and CEO James Kim, as well as the organization's other representatives, called Georgia "a trailblazer in deepening U.S.-Korea relations" and said that it promoted bilateral economic cooperation in innovative industries by offering ground-breaking incentives.
