AMCHAM Holds a Closed-Door Roundtable Discussion with the Economic, Social and Labor Council (ESLC)

Exchange of views on Korea's labor-management relations and labor market regulations from the perspective of foreign companies to discuss ways to improve employment and labor policy flexibility, continuing the dialogue on the recently released RHQ Report and policy recommendations sent to President Yoon Suk Yeol

AMCHAM, in its ongoing engagement with relevant government stakeholders including the Ministry of Economy, Finance, and the Ministry of Trade, Industry and Energy, continues to advocate for the policy recommendations outlined in the recently published “Korea as an Asia-Pacific Regional Headquarters” Report and a letter sent to President Yoon Suk Yeol. Today's meeting with the ESLC aimed to explore measures for enhancing employment and labor policy flexibility.

AMCHAM Chairman & CEO James Kim said, “Although Korea is emerging as an attractive investment destination for Foreign Direct Investment (FDI) and a preferred destination for Asia-Pacific Regional Headquarters (APAC RHQ), regulations such as rigid labor policy are an obstacle to attracting foreign investment.” He continued, “There is an urgent need to establish flexible labor regulations that respond to rapidly changing global market demands and differentiate Korea from other competitors in the APAC region.”

He added, “Labor policy reform serves as a cornerstone for nurturing sustainable economic growth in Korea. We value the important mission and thought leadership of the Economic, Social and Labor Committee in improving the labor market conditions in Korea and look forward to an open discussion on how we can advance the dialogue on Korean labor policy, a fundamental aspect of regulatory reform in this country.”

Chairperson of the Economic, Social and Labor Council Kim Moon-soo said, “Korea will begin dialogue between labor, management, and government on labor regulations such as the working hour system, improving the dual structure of the labor market, and raising the retirement age. He added, “As our competitors continue to attract semiconductor, automobile and other production facilities, it is very important to cooperate with AMCHAM, which is a major player in the Korean economy.”

“We hope today’s meeting will serve as an opportunity to mitigate labor relation risks in Korea, which have been a barrier for U.S. companies to entering Korea, and highlight Korea as a leading global APAC RHQ location,” he continued.

The meeting discussed various key issues, including ▲the evaluation of Korea’s labor relations and regulatory reform from the perspective of U.S. companies invested in Korea, ▲the role of labor, management, and government in attracting companies to Korea, and ▲future cooperation between AMCHAM and the ESLC.

AMCHAM will maintain ongoing engagement with the relevant Korean Government stakeholders to discuss and follow-up on the policy reforms outlined in the RHQ Report and the letter addressed to President Yoon.

주한미국상공회의소, 경제사회노동위원회와 비공개 정책 간담회 개최

외투 기업이 바라본 한국의 노사관계 및 노동 시장 규제에 대한 의견 교환 및 고용·노동 정책 유연성 개선 방안 논의 통해 

최근 발간한 RHQ 보고서와 대통령실에 보낸 정책 제언에 대한 대화 이어가

2024년 04월 29일 – 주한미국상공회의소(암참; 회장 겸 대표이사 제임스 김)가 오늘 오전 대통령 소속 자문기구인 경제사회노동위원회 (경사노위; 위원장 김문수)와 정책 간담회를 비공개로 개최하고 외투 기업이 바라본 한국의 노사관계 및 노동시장 규제에 대해 의견을 교환하였다.  

최근 발간한 RHQ 보고서와 대통령실에 보낸 정책 제언에 대한 논의를 이어 나가기 위해 기획재정부, 산업통상자원부 등 관련 정부 부처와 지속적인 만남을 이어가고 있는 암참은 이번 경사노위와의 간담회를 통해 고용·노동 정책 유연성 개선 방안을 논의했다.  

제임스 김 암참 회장 겸 대표이사는 “한국이 외국인직접투자(FDI)의 매력적인 투자처이자, 아시아 태평양 지역지역본부(APAC RHQ) 소재국으로 선호되는 최적의 대상지로 부상하고 있음에도, 다소 경직된 노동정책 등의 규제가 적극적인 투자유치에 걸림돌이 되고 있다.” 며, “급변하는 글로벌 시장 수요에 대응하고, 다른 아·태 지역 내(內) 경쟁국과 차별화되는 노동분야 규제를 유연하게 구축하는 것이 시급하다.”고 말했다.  

그는 또한, “고용·노동 정책 개선은 한국의 지속가능한 경제 성장을 위한 초석이 될 것.” 이라고 말하며, “대한민국 노동시장 여건 개선을 위한 경사노위의 중요한 사명과 김문수 위원장님의 리더십에 사의(謝意)를 표하며, 오늘 이 간담회를 계기로 규제 개선의 핵심이라 할 수 있는 고용·노동 정책에 대한 논의를 진전시켜 나갈 수 있도록 열린 대화를 기대한다.” 고 덧붙였다.  

김문수 위원장은 “한국은 근로시간제도, 노동시장 이중구조 개선, 정년연장 등 노동 규제에 관한 노·사·정 대화를 본격적으로 시작하려고 한다.”며, “경쟁국이 반도체, 자동차 등 생산시설 유치 등에 혈안이 되어 있는 가운데 한국경제의 주요한 주체인 암참의 목소리를 경청하는 것은 매우 의미 있는 일.” 이라고 말했다.  

이어 김 위원장은 “오늘 간담회를 계기로 미국기업의 한국 진출에 걸림돌로 작용하고 있는 한국 노사관계 리스크를 완화하고, 한국이 아시아의 대표적인 글로벌 아·태지역본부(APAC RHQ)소재지로 부각될 수 있는 계기가 되기를 희망한다.”라고 전했다. 

한편, 간담회에서는 ▲미국 투자기업이 바라본 한국 노사관계 진단과 규제 개혁방안 ▲한국의 아·태지역 거점 유치를 위한 노사정의 역할 ▲양 기관 향후 협력방안 등이 폭넓게 논의됐다.   

암참은 또한 이번 아태지역본부 이니셔티브와 관련하여, 최근 발간한 전략 보고서와 대통령실에 보낸 정책 제언에 대한 논의를 이어 나가기 위해 앞으로도 관련 정부 부처와 지속적인 대화를 이어 나갈 계획이다.
