AMCHAM Completes First Washington D.C. Doorknock Visit in Three Years to Discuss Indo-Pacific Economic Framework through Highest Level Meetings in History

 -       Delegation participated in 21 meetings with high-ranking government officials to advocate for stronger U.S.-Korea economic partnership

-       Emphasized goal to make Korea the top destination for regional headquarters across Asia

August 18, 2022 – The American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim) concluded their AMCHAM Doorknock visit to Washington D.C. The trip ran from July 27-29 and included a total of 21 functions and meetings with U.S. administrative agencies, Congress and think tanks, to discuss the U.S.-Korea economic partnership.

 

In their meetings, the AMCHAM delegation emphasized the need to prioritize Korea as a key ally in the Indo-Pacific Economic Framework (IPEF) and outlined concrete and strategic ways in which the U.S. could deepen its political, economic, technological and cultural ties with South Korea at federal, state, and municipal levels. The delegation covered the following topics:

 

Economic Security

The AMCHAM delegation highlighted the significant role that the KORUS FTA has played in promoting bilateral trade and encouraged the U.S. government to consider reinforcing the IPEF with market access and tariff reduction. Among the four pillars of IPEF, the delegation identified supply chain as an area critical to economic security and one in which AMCHAM could be a useful resource in U.S.-Korea dialogue. AMCHAM aims to create an IPEF Working Group that will work closely with the U.S. and Korean governments.

 

Furthermore, AMCHAM discussed its key initiative to make Korea the top destination for regional headquarters across Asia. In this context, the delegation shared concerns on Korea-unique regulations such as the Cloud Security Assurance Program and IP protection and urged the U.S. government to consider these issues in IPEF discussions.

 

U.S.-Korea Investment

AMCHAM met with members of U.S. Congress to discuss the remarkable growth in U.S.-Korea investment. Given the diverse set of infrastructure, sectors and talent resources across different states, the delegation discussed unique opportunities to secure Korean investments in strategic industries. The delegates urged the lawmakers to provide more economic incentives for Korean companies to invest in the U.S. to sustain investment growth, including the need to increase the number of U.S. work visas available for Koreans.

 

AMCHAM also reaffirmed the U.S. government’s focus on increasing investment of U.S. companies of all sizes, including SMEs, in Korea. Given that IPEF will likely involve SMEs, AMCHAM urged the U.S. government to leverage AMCHAM’s American Business Center (ABC) as the on-the-ground resource to facilitate B2B discussions and market entry logistics. A strategic partnership between the U.S. Department of Commerce and AMCHAM, the ABC program was relaunched in 2022 to assist American SMEs entering the Korean market.

 

“It is very meaningful that we were able to resume our Doorknock visits in a time where strong U.S.-Korea bilateral partnership is more urgent than ever,” said James Kim, Chairman & CEO of AMCHAM. “As U.S.-Korea ties develop further into a comprehensive strategic alliance, I hope that AMCHAM will play a bigger role as a bridge-builder between the two countries going forward.” “AMCHAM will continue to work closely with the two governments to further strengthen U.S.-Korea economic collaboration,” he added.

 

AMCHAM pledged to cultivate the next generation of U.S. exporters to Korea, including minority communities and SMEs, in close collaboration with newly appointed U.S. Ambassador to South Korea Philip Goldberg and the U.S. Embassy in Seoul. The delegation also promised to help champion the U.S. government’s focus on equality and diversity across the AMCHAM platform, and to steer more U.S. SMEs to critical export markets such as Korea.

 

This is AMCHAM’s first visit to Washington D.C. since 2019. The program featured high-level meetings with seven U.S. administrative agencies, eight members of Congress representing different states (six Senators and two Representatives), the Korean Ambassador to the U.S., and three major think tanks.

암참, 3년만의 도어녹 방문 성료

역대 최다 고위급 미팅을 통해 IPEF 등 논의  

- 한·미 경제 동반자 관계 강화를 위해 美 정부 관계자들과 21개 고위급 인사회의 참석 

- 대한민국을 아시아 제1의 아시아 지역본부로 만들겠다는 포부 강조  

 

2022년 08월 18일 – 주한미국상공회의소(암참; 회장 겸 대표이사 제임스 김) 대표단이 ‘워싱턴 도어녹’ 일정을 성공적으로 마무리했다. 대표단은 지난 7월 27일부터 29일까지 미국 워싱턴 D.C.를 방문하여, 바이든 행정부, 美 의회 주요 관계자 및 싱크탱크 등 21개 고위급 인사 회의를 통해 한·미 경제 동반자 관계 강화 방안 등에 대해 의견을 나누었다.  

 

암참 대표단은 이번 방문을 통해 美 정부가 한국을 인도-태평양 경제 프레임 워크 (IPEF)의 핵심 동맹국으로 우선시하여 줄 것을 재차 요청하며, 연방·주·시 차원에서 한국과의 정치·경제·기술·문화적 유대를 강화할 수 있는 구체적이고 전략적인 방안을 논의하였다. 대표단이 이번 방문을 통해 강조한 주요 안건 등은 다음과 같다.  

 

안보 동맹 

암참 대표단은 한·미 FTA가 양국간 무역을 촉진하는 데 중추적인을 역할을 해왔음을 강조하며, 미국 정부가 시장 접근과 관세 인하와 함께 IPEF를 강화해 줄 것을 촉구하였다. 대표단은 IPEF의 주요 4대 의제 가운데 공급망 (Supply Chain)을 경제 안보 동맹 핵심 분야로 꼽으며, 해당 이슈와 관련된 양국간 대화에 있어 암참이 유용한 자원이 될 수 있음을 피력하였다. 이를 위해 암참은 앞으로 한·미 양국 정부와 긴밀히 협력할 수 있는 IPEF 워킹 그룹 구성 방안을 논의 중에 있다. 또한 한국을 아시아 최고의 지역 본부로 만들기 위한 핵심 이니셔티브와 관련하여는 클라우드 보안 인증제, IP 보호 등과 같은 한국 고유의 규제에 대한 우려 및 고충사항을 공유하고, 미국 정부가 IPEF 논의 시 이러한 이슈 영역을 고려해 줄 것을 촉구했다.  

 

한·미 양국 투자 

암참 대표단은 美 의회 의원들과의 회의를 통해 한·미 투자의 괄목할 만한 성장에 대해서도 의견을 교환하며, 여러 주에 걸친 다양한 인프라, 투자 부분, 인적 자원 등을 바탕으로 하는 전략산업에 대한 한국의 對美 투자 유치 기회에 대해 논의하였다. 대표단은 현재와 같은 투자 증가세를 지속하기 위해서는 보다 많은 한국인들이 미국 취업 비자 발급을 받을 수 있게 하는 등 한국 기업들의 대미 투자를 유도할 수 있는 경제적 인센티브를 늘려야 하는 부분 등을 특별히 강조하였다. 더불어 美 정부 각 부·처와의 간담회를 통하여는 중소기업을 포함한 모든 규모의 미국 기업의 한국 투자를 늘리겠다는 미국 정부의 의지를 재확인하며, IPEF가 역내 중소기업의 참여 확대를 모색하고 있는 바 美 정부가 미국 기업의 B2B 논의와 한국 시장 진입 촉진을 위해 암참의 ‘ABC(American Business Center) 프로그램’을 현장 자원으로 활용하여 줄 것을 촉구하였다. *‘ABC 프로그램’은 美 상무부와 암참의 전략적 파트너십으로, 한국 시장 진출에 관심이 있는 美 중소기업들이 한국 시장에 원활히 진출할 수 있도록 현지 지원을 제공하는 프로그램이다. COVID-19의 여파로 잠시 주춤, 2022년 재개되었다.  

 

제임스 김 암참 회장 겸 대표이사는 “양국 관계에 있어 그 어느 때 보다도 강력한 파트너십을 필요로 하는 중요한 시점에 도어녹을 재개할 수 있어 이번 방문은 더욱 뜻깊은 의미를 갖는다.” 라고 말하며, “한·미 경제 동맹 관계가 포괄적 전략동맹으로 더욱 발전되어 감에 따라, 양국 정부 간 가교 역할을 하는 암참이 앞으로 더 큰 역할을 해 나가길 기대한다.” 라고 덧붙였다. 그는 또한 이어, “암참은 한·미 경제협력을 더욱 굳건히 하기 위해 양국 정부와 앞으로도 긴밀히 협력하여 나갈 것.” 이라고 밝혔다.  

 

암참은 앞으로 새로 부임한 필립 골드버그 주한미국대사, 주한미국대사관과 긴밀히 협력해 나가며 소수 집단, 중소기업을 포함한 차세대 미국 수출기업 육성을 위한 미국 정부의 핵심 의제를 지원하기로 약속했다. 대표단은 또한, 암참의 전반적인 플랫폼을 통해 미국 정부의 평등과 다양성 관련 정책을 지지하고 더 많은 미국 중소기업을 한국이라는 중요한 수출 시장으로 이끌 수 있도록 힘을 보태겠다는 의지를 전달하기도 하였다.   

 

이번 암참의 ‘도어녹 프로그램’을 통한 워싱턴 방문은 2019년 이후 처음 재개되었으며 7개의 美 행정부·처, 각 주를 대표하는 (상원의원 6명, 하원의원 2명) 8명의 美 의회 의원, 주미한국대사, 그리고 3개의 주요 싱크탱크와의 고위급 회담으로 구성되었다.
