AMCHAM Hosts a Special Luncheon Meeting with Minister of Employment and Labor Lee Jung-sik

 - To introduce the new government’s employment and labor policy as well as the direction of labor policy reform

 - To discuss employment and labor policies that create a better global investment environment

October 18, 2022 – The American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim) hosted a special luncheon meeting with Minister of Employment and Labor Lee Jung-sik at the Four Seasons Hotel Seoul today. The event was organized to help global companies operating in Korea understand the new government’s major employment and labor policies as well as address the necessity and direction of labor reform by conveying the opinions of American companies in Korea.

In his welcoming remarks, AMCHAM Chairman & CEO James Kim said, “Given the fast-evolving global economic conditions and innovation, businesses have greater need than ever to respond to the market with agility and develop top talent.” He continued, “At AMCHAM, we firmly believe Korea is well- positioned to emerge as a regional business headquarters post-COVID and we’re seeing more interest than ever from U.S. companies in investing in Korea across various industries. I believe now is the time to take more action to make Korea a regional business hub in Asia.”  He added, “I appreciate that the Korean government has recognized the importance of FDI inducement and shown that they value stakeholder input from the global business community. AMCHAM stands ready to support the Korean Government in creating the best business environment in Asia so that Korea could emerge as a regional business hub.”

In a keynote speech, Minister of Employment and Labor Lee Jung-sik said, “The government launched the Future Labor Market Research Association in July to tackle labor market reform issues, including ways to reform the working hours system and wage system.” He continued, “The current government has maintained a firm stance to improve unreasonable practices in industrial sites based on laws and principles, and labor-management relations are the most stable compared to previous governments. We will actively support private companies' investment, such as resolving investment difficulties and easing regulations.”

Following Minister Lee’s opening remarks, the event featured a Fireside Chat with AMCHAM Chairman & CEO James Kim. Minister Lee and Chairman & CEO Kim discussed major issues in Korean labor policy, including the Serious Accidents Punishment Act (SAPA), Minimum Wage Act, 52-hour workweek, labor-management relations, and labor flexibility.

Through this event, Minister Lee said he was always grateful for the active investment and job creation of U.S. companies in the Korean market and expressed his willingness to grow together based on cooperation, such as sharing management know-how.

주한미국상공회의소, 이정식 고용노동부 장관 초청 특별 간담회 개최 

새정부의 고용노동정책 로드맵과 노동시장 개혁 방향 소개  

보다 나은 글로벌 투자 환경 조성을 위한 고용노동정책의 필요성 등 논의 

2022년 10월 18일 – 주한미국상공회의소(암참; 회장 겸 대표이사 제임스 김)가 오늘 오후 포시즌스 호텔 서울에서 이정식 고용노동부 장관을 초청하여 특별 간담회를 개최했다. 이번 간담회는 국내 외투기업이 새 정부의 주요 고용노동정책을 이해하도록 돕고, 주한 미국 기업이 국내에서 기업을 운영하며 겪는 애로사항 및 정책 건의 등 현장의 목소리 청취를 통해 노동개혁의 필요성과 그 방향성을 논의하기 위해 마련되었다.  

제임스 김 암참 회장 겸 대표이사는 간담회 시작에 앞서 환영사를 통해, “급변하는 세계 경제상황과 혁신을 감안할 때, 시장 상황에 민첩하게 대응하고 최고의 인재를 육성해야 할 기업들의 필요성이 그 어느 때보다 크다. 암참은 대한민국이 포스트 코로나 시대 아시아 지역 허브로 부상하기에 좋은 위치에 있다고 굳게 믿고 있으며, 또한 다양한 산업군에 걸쳐 한국 투자에 대한 미국 기업들의 관심이 그 어느 때보다 높아지고 있기도 하다.” 고 말하며, “지금이 한국을 아시아의 지역 비즈니스 중심지로 만들기 위한 조치를 취해야 적기라고 생각한다”고 덧붙였다. 그는 이어 “외투 유치의 중요성을 인식하고 글로벌 재계의 의견에 귀 기울이고자 하는 한국 정부의 노력에 감사드린다. 암참은 한국 정부가 대한민국을 아시아 역내 최고의 비즈니스 환경을 조성할 수 있도록 지원할 준비가 되어 있다.”고 강조했다.  

암참 이사진을 포함한 주한 미국 기업 대표단 80여 명이 참석한 가운데, 이정식 고용노동부 장관은 기조연설을 통해 노동규범 현대화, 근로시간 제도 개선, 임금체계 개편을 우선 추진과제로 제시하며 새정부의 노동시장 개혁 추진방향에 대해 소개했다.   

이정식 장관은 기조연설을 통해, “정부는 지난 7월 ‘미래노동시장연구회’를 발족시켜 근로시간 제도와 임금체계 개편방안을 포함한 노동시장 개혁과제를 검토하고 있다.” 라고 밝히며, “그 외에 노동법 사각지대, 기업간, 그리고 근로자 간 양극화 등 노동시장 내에 복잡하게 얽혀 있는 여러 문제들에 대한 개선방안도 함께 검토 중” 이라고 덧붙였다. 그는 또한, “현 정부는 그간 법과 원칙에 기반해 산업현장의 불합리한 관행을 개선하고, 현장의 노사관계는 법 테두리 내에서 노사의 자율적 해결을 지원한다는 확고한 기조를 유지해 온 결과 역대정부와 비교해 볼 때 노사관계 지표가 가장 안정적으로 나타나고 있다.”라고 말하며, “기업과의 충분한 소통을 통해 투자애로 해소 및 규제완화 등 민간기업의 투자 확대를 적극 지원하겠다.”라고 이어 말했다.  

이어진 1대1 좌담을 통해 이정식 장관과 제임스 김 암참 회장 겸 대표이사는 ▲중대재해처벌법(SAPA), ▲최저임금법, ▲주 52시간 근무제, ▲노사관계, ▲노동유연성 등 한국 노동정책의 주요 이슈들을 주제로 의견을 주고받았다.  좌담을 통해 이정식 장관은 미국 기업들의 한국 시장에 대한 적극적인 투자 및 일자리 창출에 대해 늘 감사하고 있다고 밝히며, 상호 경영 노하우를 공유하는 등 서로 간의 협력을 바탕으로 함께 성장해 나가겠다고 의지를 밝혔다.
