AMCHAM Meets with Deputy Prime Minister & Minister of Economy and Finance Choi Sang-mok to discuss Korea’s potential as an APAC Regional Headquarters

Presented AMCHAM’s recently released “Korea as an Asia-Pacific Regional Headquarters” report, and explored ways to enhancing the business environment in Korea to bolster its competitiveness as an APAC RHQ

April 02, 2024 – The American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim) met Deputy Prime Minister & Minister of Economy and Finance Choi Sang-mok at The Government Complex Seoul today.

The AMCHAM delegation, including AMCHAM Chairman & CEO James Kim, President & CEO of GM Korea Hector Villarreal, CEO of Citibank Korea Myung-Soon Yoo, Sr. Country Officer for Korea at Chubb Group Geannie Cho and Senior Advisor of EY Hanyoung Robert Smith, presented AMCHAM’s recently released “Korea as an Asia-Pacific Regional Headquarters (RHQ)” report and explored ways to enhance the business environment in Korea and bolster its competitiveness as an APAC Regional Headquarters.

“AMCHAM has witnessed a significant trend where multinational companies are increasingly viewing Korea as a potential regional headquarters in the Asia Pacific region,” remarked AMCHAM Chairman and CEO James Kim. “Recognizing this as a unique opportunity for Korea, we recently published a comprehensive report titled ‘Korea as an Asia-Pacific Regional Headquarters,’ which encompasses enhancements in the regulatory environment which includes labor flexibility, predictability in tax enforcement and the digital economy regulations.”

He added, “AMCHAM believes MOEF plays a crucial role in driving policy reforms and RHQ incentive programs, and we are eager to work with MOEF to support these important policy reforms. As the largest and longest-standing foreign chamber in Korea, AMCHAM will continue its role as a bridge builder to support the strong U.S.-Korea bilateral relationship and the important initiative to establish Korea as regional headquarters in the Asia Pacific.”

Deputy Prime Minister & Minister of Economy and Finance Choi Sang-mok said, “In response to AMCHAM’s regulatory reform proposals, we are currently assessing measures to improve labor flexibility through social dialogue. We will continue to strive to enhance the predictability in tax enforcement and ease regulations in the digital economy.”

He added, “We will not limit our efforts to the initial 186 initiatives aimed at enhancing economic penalty regulations immediately following the inauguration of the Yoon Suk Yeol government, but will instead amplify our endeavors for further improvements.” He further underscored, “We are dedicated to swiftly implementing regulatory reforms to establish an investment environment that aligns with international standards.”

AMCHAM will maintain ongoing engagement with the relevant Korean Government stakeholders to discuss and follow-up on the policy reforms outlined in the report and the letter addressed to President Yoon.

최근 발간한 “한국의 글로벌 기업 아·태지역 거점 유치 전략 보고서” 전달 및  아·태지역 본부로서의 국가 경쟁력 강화를 위한 국내 경영 환경 개선 방안 및 정책 방향 논의  

2024년 04월 02일 – 주한미국상공회의소(암참; 회장 겸 대표이사 제임스 김)가 오늘 오후 최상목 부총리 겸 기획재정부 장관을 예방하였다.   

정부서울청사에서 진행된 이번 간담회에는 제임스 김 암참 회장 겸 대표이사를 비롯하여 헥터 비자레알 한국지엠 대표이사/사장, 유명순 한국씨티은행장, 조지은 라이나생명보험㈜ 사장 겸 처브그룹 한국 수석대표 및 로버트 스미스 EY한영 선임고문으로 구성된 암참 대표단이 참석한 가운데, 암참이 최근 발간한 “한국의 글로벌 기업 아·태지역 거점 유치 전략 보고서” 를 전달하고 역내 경쟁자들에 맞서 아·태지역 본부로서의 국가 경쟁력 강화를 위한 국내 경영 환경 개선 방안 및 정책 방향을 논의하였다.  

제임스 김 암참 회장 겸 대표이사는 먼저, “암참은 최근 글로벌 유수 기업 사이에서 대한민국을 아·태지역의 잠재적인 지역본부로 인식하는 추세가 두드러지고 있음을 인식하고, 노동시장 · 조세행정 · 디지털경제 등 분야에의 각종 제도 개선 제언을 담아 ‘한국의 글로벌 기업 아·태지역 거점 유치 전략 보고서’를 발간하게 되었다.”고 밝혔다.  

그는 이어, “기획재정부는 주요 규제 개선과 RHQ 인센티브 프로그램 구축에 있어 중추적인 역할을 한다고 믿고 있으며, 주요 정책 개선을 위해 앞으로 기획재정부와 긴밀히 협력하여 나갈 것.” 이라고 덧붙였다. 그는 또한, “한국에서 가장 큰 규모의, 그리고 가장 오랜 역사를 가진 상의로서, 암참은 앞으로도 한·미 양국간 경제 협력 증진을 위한 가교 역할을 더욱 충실히 수행함과 동시에 대한민국이 명실공히 아·태 지역 비즈니스 허브로 자리매김할 수 있도록 지속적으로 지원하여 나갈 것.” 이라고 강조했다.  

최상목 부총리 겸 기획재정부 장관은 한편, 암참의 정책 제언에 대해 사회적 대화를 기반으로 노동 유연성 개선 방안을 검토해 나가고, 조세집행의 예측가능성 증진과 디지털 규제 완화에 대해서도 노력을 이어 나가고 있음을 밝혔다.   그는 또한, “윤석열 정부 출범 직후 추진한 186건의 경제 형벌규정 개선 노력에 안주하지 않고 추가 개선에 박차를 가할 것.” 이라고 말하며, “거침없는 규제 개혁을 통해 국제수준에 부합하는 투자환경을 조성해 나가겠다.” 고 강조하였다.  

한편 암참은 이번 이니셔티브와 관련하여, 최근 발간한 전략 보고서와 대통령실에 보낸 정책 제언에 대한 논의를 이어 나가기 위해 관련 정부 부처와 지속적인 대화를 이어 나갈 방침이다.
