AMCHAM Unveils Strategic Roadmap to Propel South Korea as Asia-Pacific’s Leading Business Hub

The release of the “Korea as an Asia-Pacific Regional Headquarters (APAC RHQ)” Report, coupled with the AMCHAM BOG Letter advocating for regulatory reforms, underscores AMCHAM's steadfast commitment to elevating South Korea's competitiveness

March 19, 2024 - The American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim) announced its enhanced strategic efforts aimed at advancing its core mission of establishing South Korea as the leading business hub in the Asia-Pacific region.

For over 70 years since its foundation, AMCHAM has been a proactive advocate of nurturing and fortifying economic ties between the U.S. and Korea. Considering Korea’s robust infrastructure, skilled workforce, and seamless IT integration, AMCHAM recognizes the significant potential for the country to emerge as a regional business hub.

As part of its ongoing efforts to bolster Korea's competitiveness as a Regional Headquarters in APAC, AMCHAM has recently published the “Korea as an Asia-Pacific Regional Headquarters (APAC RHQ)” Report. Co-authored by the AMCHAM Cross-Border Investment Committee, this comprehensive report provides valuable insights into Korea's potential to emerge as a strategic regional headquarters for multinational companies seeking to establish their presence in the APAC region.

Over the past few decades, Korea has made significant strides, transitioning from a manufacturing-centric economy to a thriving center for cutting-edge technology and services. Given the tremendous increase in trade and investment between the U.S. and Korea, AMCHAM has identified several areas for improvement to enhance Korea’s position as an APAC RHQ and further strengthen the economic partnership between the two countries. The report highlighted that the key to making Korea more appealing to foreign investors lies in establishing a regulatory environment that stands competitively alongside other countries in the region.

Earlier this month, the AMCHAM Board of Governors also sent South Korean President Yoon Seok Yeol a letter calling for regulatory reform to strengthen Korea’s competitiveness. The Board members highlighted various pressing issues, including the need to improve Labor Flexibility, lessen Energy Costs, eliminate Foreign Exchange Regulations, mitigate CEO Criminal Liability, ease Digital Economy Regulations and enhance Korea’s English Education, as well as greater emphasis on ensuring proactive communication in support of transforming Korea’s position as RHQ. Containing the signatures of 30 members of the Board, this letter is the second instance in which AMCHAM formally appealed to President Yoon with a comprehensive set of policy recommendations.

Similarly, the APAC RHQ Report outlines regulatory reform proposals and policy recommendations that would bolster Korea's attractiveness as a RHQ in Asia.

▶ Establish a Clearly Defined APAC RHQ Program: Developing a structured program with targeted incentives and support mechanisms can attract investment and facilitate the establishment of APAC RHQ in Korea.

▶​Proactive Promotion of the APAC RHQ Program: Actively promoting the APAC RHQ program through collaboration between government agencies and the business community can amplify Korea's appeal as a premier business destination.

▶​Enhance Administrative Services for Expats: Improving immigration processes, financial services, and overall expat experience can contribute to the ease of doing business and attract top talent to Korea.

The report also includes the results of the “AMCHAM Business Survey 2024,” an annual survey that details AMCHAM members’ opinions of the state of the Korean business environment. According to the results of the AMCHAM Business Survey 2024, Korea has been ranked as the second most-preferred destination for regional business headquarters in Asia, after Singapore, for the third consecutive year.

While 43.7% of respondents rated the current business environment in Korea as average, indicating room for improvement, a notable portion of 31% rated it positively. This suggests that there is a foundation upon which to build and improve, with 66.2% of respondents expressing optimism or neutrality regarding the business outlook for their respective industries in Korea within the next two years. Highlighted concerns in the survey include Korea's unique regulations, which are crucial for establishing Korea as the APAC RHQ.

AMCHAM Chairman & CEO James Kim said, “As Korea continues to position itself as a leading business hub in the APAC region, collaboration between government entities, local stakeholders, and international businesses will be essential.” He emphasized, “By embracing regulatory reforms and proactive promotion strategies, Korea can solidify its status as a preferred destination for multinational companies seeking to establish their presence in the region.”

He added, “AMCHAM remains committed to supporting Korea's journey towards becoming the number one destination for RHQ in the region and looks forward to working more closely with both government of the U.S. and Korea, contributing to its continued economic growth and prosperity.”

Following the AMCHAM Board of Governors’ recent letter to the Presidential office calling for deregulation, AMCHAM will continue to engage with the Korean Government to discuss proposals further, including discussions with the Ministry of Economy and Finance and the Ministry of Trade, Industry and Energy and more.

국내 경영 환경 개선을 위한 제언 노력 이어가며 대한민국의 국가 경쟁력 강화 지원 약속

2024년 3월 19일 – 주한미국상공회의소(암참; 회장 겸 대표이사 제임스 김)가 대한민국의 ‘아시아 태평양 지역 제1의 비즈니스 허브’ 부상 실현의 핵심 미션을 위한 전략을 강화하고 국내 경영 환경 개선을 위한 노력을 이어간다.  

창립 이래 70년 이상 동안 암참은 변함없이 한·미 양국간 경제동맹 관계의 강화·발전에 있어 적극적인 지지자 역할을 해오고 있다. 또한 대한민국의 강력한 인프라, 숙련된 인력, 그리고 원활한 IT 통합과 같은 우수한 제반 환경을 고려할 때, 암참은 대한민국이 글로벌 비즈니스 중심지로 부상할 수 있는 상당한 잠재력을 가지고 있음을 인식하고 이를 실현시키기 위해 지속적으로 노력해왔다.  이에 역내(域內) 경쟁자들에 맞서 대한민국의 아·태지역본부로서의 국가 경쟁력을 끌어올리기 위한 지속적인 노력의 일환으로 암참은 최근 ‘한국의 글로벌 기업 아·태지역 거점 유치 전략 보고서’를 발간했다.   

이번 보고서는 암참의 ‘크로스보더 투자 분과위원회’와의 협업으로 작성되었으며, 아시아 태평양 지역 (Asia-Pacific Region: APAC)에 지역본부 (Asia-Pacific Regional Headquarter: APAC RHQ)를 설립하고자 하는 글로벌 다국적 기업들에 매력적인 투자처이자 최적의 대상지 중 하나로 부상하고 있는 한국의 잠재력에 대한 의미 있는 분석과 통찰력을 제공한다.   

지난 수십 년 동안, 제조업 중심의 수출 판매에 크게 의존하던 대한민국은 번영한 글로벌 경제 강국으로 도약하였다. 한·미 간 무역 및 투자가 크게 증가함에 따라 암참은 또한 APAC RHQ로서 한국의 위치를 강화하고 양국간의 경제 동반자 관계를 더욱 공고히 하기 위한 과제들을 인식하게 되었고 보고서를 통해 이를 개선하기 위한 각종 제도 개선을 제언하고 있다. 보고서를 통해 암참은 더욱 매력적인 FDI 투자국으로 거듭나기 위해서는 한국이 아·태지역 경쟁국들과 비견되는 규제 환경을 구축하는 것이 필수라고 강조하고 있다.  

이와 같은 맥락으로 이달 초 암참 이사회는 윤석열 대통령에게 보낸 서한을 통해 대한민국의 국가 경쟁력을 강화하기 위한 정책 권고안을 제출하였다. 암참 이사회 임원진 일동은 이번 제언을 통해 ▲고용노동 정책 유연성 개선, ▲에너지비용과 관련하여 자가 발전에 대한 규제 완화 및 승인 절차 신속한 방안 강구, ▲외환 규정 관련 규제 완화, ▲CEO 리스크 완화, ▲망 분리, CSAP, SES 등 디지털 경제 관련 규제 완화, ▲영어 교육 향상 등을 포함하는 규제 환경 개선의 필요성을 제기했다. 이번 서한에는 암참 이사진 30명의 서명이 포함되어 있으며, 이는 2022년 이후 암참이 대통령에게 공식적인 정책 제언을 한 두 번째 케이스이다.  

이와 함께 APAC RHQ 보고서에서는 다음과 같이 대한민국의 RHQ로서의 매력을 높일 규제 개혁 및 정책 제언을 다루고 있다.  

▶​명확하게 정의된 APAC RHQ 프로그램 구축: APAC RHQ 자격 요건을 구체화한 체계적 프로그램을 개발해야 한다. 투자 유치를 위한 조치를 다양하게 포괄하고 목적에 적합한 인센티브 혜택을 제공해야 한다. 또한, 대한민국으로 이주하는 외국인의 이주 지원, 임대 공간 보조금, 자녀의 국제 교육 기관에 대한 지원과 같은 프로그램을 고안하여 전반적 매력을 강화해야 한다.  A

▶​PAC RHQ 프로그램 적극 홍보: 정부 기관 및 지방 단체 간의 협업과 경제계간 협업을 통해 APAC RHQ 프로그램을 적극 홍보해야 한다. 이 프로그램이 국내 시장 목표에 미치는 긍정적인 영향을 강조하는 동시에, 해외 다국적기업에게 주어지는 혜택을 둘러싼 잠재적 민감성을 인식하여 균형 잡힌 접근법이 취해지도록 해야 한다.  

▶​주재원을 위한 행정 서비스 개선: 주재원을 위해 은행계좌 개설이나 신용카드 발급 등의 이주 절차와 금융 서비스를 개선해야 한다. 또, 휴대폰을 원활히 개선할 수 있도록 절차를 개선하여 대한민국에서의 전반적인 주재 경험과 사업 수행 용이성을 향상시킬 필요가 있다.   

보고서에는 또한, 암참의 ‘2024년 경영 환경 설문조사’ 결과도 명시되어 있다. 암참은 매년 암참 회원사를 대상으로 한국 內 경영 환경에 대한 글로벌 기업의 의견과 시각을 취합해 오고 있다. 지난 설문조사들에 이어 3년 연속으로 한국은 역내(域內)에서 싱가포르 다음으로 아시아 지역 본부로 선호하는 지역에 2위로 이름을 올려, 다국적 기업들에게 매력적인 투자처임을 다시 한번 확인할 수 있었다.  

설문조사 응답자의 43.7%는 현재 대한민국의 경영 환경을 평균 수준으로 평가하며 개선의 여지가 있음을 나타냈지만, 긍정적으로 평가한 응답자 또한 31%로 상당 비중을 차지하였다. 응답자의 66.2%는 향후 2년 내에 자사가 속한 산업의 대한민국 內 사업 전망을 낙관적 혹은 중립적이라 응답하였으며, 대한민국이 기반 측면에 있어 추가적으로 구축하거나 개선해야 할 부분이 있다고 평가하였다.  

제임스 김 암참 회장 겸 대표이사는 “한국이 아·태지역에서 선도적인 비즈니스 허브로 확고히 자리매김하기 위해서는 정부 기관, 국내 여러 이해관계자 및 글로벌 기업간의 협력이 필수.”라고 말하며, “적절한 규제 개혁과 적극적인 홍보 전략을 취함으로써 한국은 역내(域內) 입지를 구축하려는 다국적 기업들에 선호국으로서의 위상을 확고히 할 수 있다.”고 강조했다   

그는 이어 “암참은 역내(域內) 제1의 지역본부가 되기 위한 한국의 여정을 지원하는데 전념하고 있으며, 앞으로도 한·미 양국 정부와 더욱 긴밀히 협력해 나가며 지속적인 경제 성장과 번영에 기여하기를 기대한다.”고 덧붙였다. 

앞서 언급되었듯 이번 이니셔티브와 관련하여 암참은 대통령실에 규제 완화를 위한 정책 제언 서한을 보낸 데 이어 앞으로도 기획재정부, 산업통상자원부를 비롯한 한국 정부 각부처와 지속적으로 협의해 나갈 예정이라고 밝혔다.  ‘한국의 글로벌 기업 아·태지역 거점 유치 전략 보고서’는 암참 웹사이트를 통해 누구나 열람이 가능하다.
