AMCHAM Holds a Special Luncheon with Kim Changki, National Tax Service Commissioner

Exploring the NTS's Tax Support Measures to Promote FDI and Striving to Foster an Ideal Tax Environment

to Facilitate Korea's Emergence as a Leading Business Hub in the Asia-Pacific region

March 11, 2023 - The American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim) held a Special Luncheon with National Tax Service (NTS) Commissioner Kim Changki at the Grand Hyatt Seoul Hotel today.

This meeting aimed to foster discussions concerning the tax-related initiatives spearheaded by the Korean government to stimulate foreign investment and to explore NTS's strategies for tax support measures. It also served as a platform for facilitating an opportunity to exchange views on tax-related challenges faced by the global business community and explore potential solutions.

During the Fireside Chat, AMCHAM Chairman & CEO James Kim and Commissioner Kim Changki engaged in insightful discussions on various topics, including the NTS's policy initiatives, the imperative of tax incentives for Korea's emergence as a premier business hub in the Asia-Pacific region, and strategies to attract foreign direct investment. The conversation extended to deliberating sustainable guidelines for foreign direct investments operating within Korea and proposed measures to enhance the predictability of the tax environment.

Chairman & CEO James Kim said, “AMCHAM deeply appreciates the collaborative efforts of the NTS and NTS Commissioner Kim Changki’s outstanding leadership in promoting a fair tax system, as well as his willingness to engage with the AMCHAM community on tax-related matters.”

He continued, “It is imperative to ensure a fair and transparent business environment for both domestic and foreign companies. Tax policy is one of the most critical areas that could impact the business environment and Korea’s position as a regional innovation hub in the Asia Pacific.”

Commissioner Kim highlighted Korea's remarkable achievement of record-high foreign direct investment in the preceding year despite an uncertain global economic landscape, with notable contributions from U.S. investors. He conveyed sincere gratitude for the trust and investments from U.S. firms in the Korean market. Furthermore, Commissioner Kim reaffirmed the NTS's commitment to ensuring equitable taxation practices and establishing a stable, predictable tax environment aligned with global standards, thereby fostering an attractive destination for foreign businesses.

Commissioner Kim said, “I trust that this meeting will serve as a catalyst for deepening the collaborative ties between the NTS and the foreign companies.” He further assured, “The NTS remains committed to ongoing dialogue with foreign business community, including U.S. firms operating in Korea, and diligently incorporating their on-the-ground feedback into our tax policies.”

주한미국상공회의소, 김창기 국세청장 초청 오찬 간담회 개최 

외국인 투자 활성화를 위한 국세청의 세정 지원 방안 청취 및 대한민국의 아·태지역 비즈니스 허브 도약을 위한 최적의 세정 환경 모색  

2024년 3월 11일 – 주한미국상공회의소(암참; 회장 겸 대표이사 제임스 김)가 오늘 오후 그랜드 하얏트 서울 호텔에서 김창기 국세청장을 초청하여 오찬 간담회를 개최했다.   

이번 간담회는 외국인투자 활성화를 위해 한국 정부에서 추진 중인 세제 관련 정책과 국세청의 세정지원 방안을 청취하고 글로벌 재계의 세무 관련 애로사항 등에 관한 의견을 교환, 그 해결 방안을 모색하기 위해 마련되었다.   

제임스 김 암참 회장 겸 대표이사와 김창기 국세청장은 이날 좌담을 통해, 국세청의 주요 정책 이니셔티브, FDI 유치 및 아·태지역 비즈니스로 허브로 도약하기 위해 필요한 세제 우대 조치, 외투 기업의 지속가능한 경영을 위한 대응책, 세무 환경의 예측 가능성 증진 방안 등 세제 측면에서의 국내 경영 환경 개선 방안에 대해 논의하였다.  

제임스 김 암참 회장 겸 대표이사는 “국세청의 세정지원 노력과 공정한 조세 환경 조성을 위한 김창기 국세청장의 노고와 탁월한 리더십, 세제 관련 문제에 있어 암참 회원사와의 적극적인 소통의 의지를 보여 주신 데에 진심으로 감사의 말씀을 전한다.” 라고 말했다.   

그는 이어, “대한민국이 가진 아·태지역 비즈니스 허브로서의 잠재력 발현을 위해서는 국내·외 기업 모두에게 공정하고 투명한 경영 환경을 보장하는 것이 중요하며, 그 중에서도 조세 정책은 가장 중요한 영역 중 하나.” 라고 덧붙였다.  

김창기 국세청장은 불확실한 세계 경제상황 속에서도 지난 해 한국에 대한 외국인 직접투자는 역대 최대를 달성하였으며, 이 중 미국의 투자 비중이 가장 컸음을 언급하는 등 한국 시장에 대한 미국 기업의 깊은 신뢰와 투자에 감사의 뜻을 전했다. 아울러 내·외국법인 간 차별 없는 공정한 과세를 약속하고, 외국계 기업이 한국에서 사업을 영위하는데에 전념할 수 있도록 국제 기준 (Global Standard)에 맞는 안정적이고 예측 가능한 세정 환경을 구축하겠다고 밝혔다.  

김창기 국세청장은 또한, “이번 간담회가 국세청과 외국계 기업의 협력관계를 더욱 강화하는 계기가 되기를 바란다.”고 말하며, “앞으로도 주한 미국 기업을 비롯한 외국계 기업들과 소통을 지속하고 현장 의견을 세정에 적극 반영하겠다.” 고 약속했다.
