?April 14, 2017 - American Chamber of Commerce in Korea (AMCHAM) hosted the AMCHAM General Membership Meeting (GMM) with His Excellency Yun Byung-se, Minister of Foreign Affairs (MOFA) at the Four Seasons Hotel Seoul on April 14th, 2017.

Around 70 representatives from AMCHAM member companies and government officials including Marc Knapper, Charg? d'Affaires ad interim of the U.S. Embassy attended the meeting.

The meeting began with opening remarks from James Kim, Chairman of AMCHAM and President and CEO of GM Korea and Charg? d'Affaires ad interim Knapper, delivered his appreciation for the close tie the U.S. Embassy and AMCHAM shares in strengthening Korea-U.S. relationship.

Chairman Kim then introduced Minister Yun Byung-se, the longest serving Foreign Minister since the establishment of the modern constitution of Korea in 1987.

Highlighting the importance of ROK-U.S. alliance to pave the way for durable peace and business-friendly geopolitical environment, Minister Yun shared his thoughts on the state of ROK-U.S. relations and the joint tasks ahead.

First, he affirmed that “ROK-U.S. alliance has never been stronger over the four years.” In addition to KORUS FTA, which has brought enormous economic benefits to both countries, he cited a number of agreements and cooperation ranging from military to economy, that have reinstated the strength of ROK-U.S. relationship.

Secondly, despite the change in leadership of both countries, he projected that the relationship between the two countries will “continue to remain rock-solid.” He stated that “the Trump administration puts high priority on Korea” and this is demonstrated through repeated positive developments, such as Korea being one of only nine countries he called within 24 hours of taking office.

In his third message on how to deal with the North Korean nuclear and missile conundrum at this critical juncture, Minister Yun urged that it is “time to further solidify the strongest-ever international unity and solidarity against North Korea to achieve the complete, verifiable, and irreversible denuclearization of North Korea.” He also expressed that close consultation between Korea and the U.S. would be the key in this endeavor, and “synergy between diplomatic pressure and military deterrence” would be vitally important. He ended his remarks by promising that the Korean government will continue its efforts to turn challenges into opportunities.

His speech was followed by a fireside chat conducted by Jeffrey Jones, Foundation Chairman of the Partners for the Future Foundation and Former Chairman of AMCHAM.

One of the questions was “What are you doing about North Korea situation and what will you tell your successor to do to avoid war with North Korea?” Minister Yun responded, “What we have been doing is to send the right message to North Korea through exercising diplomatic pressure and military deterrence to influence their mindsets to return to international community. There needs consistency in dealing with this issue, and people of new administration should be wise to continue what we have been doing and collaborate with American counterparts.”

Minister Yun also asked AMCHAM to convey key messages from Seoul to congressional leaders during the “AMCHAM Doorknock,” the Chamber’s annual visit to Washington in May. The messages are that KORUS FTA is (1) a golden standard agreement for all FTAs, (2) a job creating arrangement, (3) and is mutually beneficial. As the fireside chat came to an end, Minister Yun thanked AMCHAM for its continued support at the center of U.S.-Korea cooperation.

암참, 윤병세 외교부 장관 초청 오찬 간담회 개최

2017년 4월 14일 ? 주한미국상공회의소(이하 “암참”)는 4월 14일 오전 포시즌스 호텔 서울에서 윤병세 외교부장관을 초청하여 오찬 간담회를 개최했다.

이 날 오찬 간담회에는 마크 내퍼 주한미국대사대리 등 70여 명의 암참 회원사 대표 및 한미정부 관계자들이 참석하였다.

제임스 김 암참 회장의 개회사로 시작한 간담회에서 마크 내퍼 주한미국대사대리는 한미관계 증진을 위해 암참과 주한미국대사관이 긴밀히 협조하고 있음을 강조했다. 이후 김 회장은 윤병세 장관을 대한민국의 87년 개헌 이래 최장수 외교부장관으로 소개했다.

윤 장관은 지속적인 평화와 기업 친화적인 지정학적 환경 조성을 위한 한미동맹의 중요성을 강조하며, 한미 관계와 향후 공동 과제에 대한 생각을 공유했다.

첫째, 그는 "한미 동맹은 지난 4년간 그 어떤 때보다도 공고했다”라고 평가하며 양국 모두에 많은 경제적 이익을 가져온 한미 FTA와 국방, 경제 외 여러 분야에 걸쳐 맺은 수많은 협약과 협력을 그 예로 들었다.

둘째, 양국 정부의 변화에도 불구하고 윤 장관은 양국 관계가 "견고하게 유지 될 것"이라 전망했다. 그는 "트럼프 행정부는 한국을 주요 동맹국으로 여긴다”라고 이야기하며 트럼프 미국 대통령이 당선 후 24시간 내 통화를 한 9개국 중 하나가 한국이었던 점과 최근 미국 정부 주요 인사들의 잇따른 방한 등이 이를 여실히 보여준다고 지적했다.

셋째, 북핵 미사일 해법으로 윤 장관은 “북한의 완전하고 검증 가능하며 비가역적인 비핵화를 위해 국제적 단결과 연대가 그 어느 때보다 중요한 시점”이라며 이러한 노력의 핵심에 한미 간 긴밀한 협의가 있어야 하고 “외교적 압력과 군사적 억제력 간의 시너지”가 필요하다고 역설했다. 그는 대한민국 정부의 위기를 기회로 변화시키기 위한 끊임없는 노력을 약속하며 연설을 마무리하였다.

연설 후 이어진 제프리 존스 미래의동반자재단 이사장 겸 전 암참 회장과의 좌담에서 “북한 상황 해결을 위해 어떤 노력을 기울이고 있으며 후임 장관에게 무력 충돌을 방지하기 위한 조언은 무엇인가”라고 묻자 윤 장관은 “우리는 북한에 각종 외교술과 군사적 억제를 통해 그들이 국제사회로 복귀하는 자세를 취하도록 노력해왔다”라고 대답했다. 또한 이 문제에 있어서는 일관된 메시지 전달이 중요하며, 차기 정부도 현명하게 지금까지의 노력을 계속하는 동시에 미국과 협력할 것을 조언했다.

좌담에서 윤 장관은 또한 5월로 예정된 암참 대표단의 연례 워싱턴 방문 프로그램인 “암참 도어녹” 시 미 의회 주요 인사들에게 한미 FTA가 모든 자유무역협정의 골든 스탠다드이며, 양국 일자리 창출과 경제 이익을 가져다 준다는 사실을 전달해 줄 것을 당부했다.

좌담을 마치며 윤 장관은 한미 협력의 중심에서 지속적으로 노력하고 있는 암참의 노고에 감사를 표했다.
