15, 2017 ? The American Chamber of Commerce in Korea (AMCHAM) and Korea
International Trade Association (KITA) co-hosted the “KORUS FTA 5th Anniversary
Seminar” at COEX Conference Room on Wednesday, March 15th. With
media partner Joongang Ilbo, the event was held to commemorate the 5th
anniversary of the ratification of KORUS FTA on the actual day it went into
effect in 2012.
Around
300 representatives from American and Korean business communities, as well
leading academics from Korea’s top universities, attended the event to hear
directly from key negotiators and related stakeholders of the KORUS FTA. The
seminar covered the governments’ original intentions when conceiving the
bilateral agreement, how the processes of negotiation and implementation
affected the initial aims, as well as what the future prospects of the bilateral
agreement will be.
The
event began with opening remarks from the co-hosts, Kim Inho, Chairman of KITA, Jeffrey
Jones, Chairman of Partners for the Future Foundation, and Former Chairman
of AMCHAM, as well as H.E. Joo Hyunghwan,
Minister of Trade, Industry and Energy.
In
his opening remarks, Chairman Jones addressed, “AMCHAM will continue to be an
advocate for both Korea and the U.S. to ensure ongoing prosperity, especially
during this time of uncertainty and potential changes to come in the political
arena.” During this remarks, Minister Joo thanked both Korean and U.S. business
communities for their support and efforts for the full implementation of KORUS
FTA over the past 5 years.”
In
Session 1, Chairman Jones led a fireside chat that focused on the theme of “The
KORUS FTA: Its Objectives and Achievements” with two chief negotiators of the
agreement: Wendy Cutler, Former
Acting Deputy U.S. Trade Representative and Jong-Hoon Kim, Former Minister for Trade.
In
response to a question about its initial intentions and aims during the first
meeting at the negotiating table, Ms. Cutler answered “When we first entered negotiations,
we weren’t completely confident that it would be completed successfully but
over time, it was clear that Korea was committed to implementing reform so
therefore the commitment from the U.S. increased as well.” Mr. Kim added,
“Whenever there were trade issues, it was a tit-for-tat kind of conversation
but tried to change this conflict into positive energy and cooperation. We
developed a common role that both parties could abide by and work within the
framework of the rule.”
In
response to a question about the benefits of the KORUS FTA, Ms. Cutler
answered, “The bilateral agreement added a strong economic pillar to the
relationship that has great spillover effects and intangibles. For example, now
when we go to meetings at the WTO or the G-20, we turn to our Korean colleagues
and find them as partners.”
During
the second session, panelists comprised of Korean and American business
community representatives and academia engaged in a multi-faceted discussion
about the “Assessment of KORUS FTA Implementation and Success Cases Studies.” Dave Ruch, Former Chairman of AMCHAM
and Country Manager-Korea of United Airlines, presented factual evidence about
the benefits of the agreement and assessed the KORUS FTA as “the cornerstone of
win-win relationship” between the two countries. Panelists including Sunny Park, Director at Corporate
External & Legal Affairs of Microsoft Korea, discussed actively through
panel discussion.
After
the seminar, AMCHAM and KITA issued a joint statement to recognize the 5th
anniversary of KORUS FTA and affirmed their strong determination to further
strengthen the Korea-U.S. economic partnership in years to come. On behalf of
Korean and American business communities, AMCHAM and KITA assessed the KORUS
FTA as (1) a growth engine to expand the mutually beneficial economic
partnership, (2) a high-standard trade treaty that contributes to increased
volumes of bilateral trade in goods, services and foreign direct investment
into each country, and (3) a treaty which contributes to greater prosperity of
individuals and national competitiveness of both countries.
In
addition, business communities of both countries pledged (4) to cooperate to
increase bilateral investment and trade and actively support creation of
high-quality jobs, and (5) to continue efforts in promoting closer ties between
the citizens, industries, institutions and governments on the basis of the

한?미 FTA 발효 5주년 기념 세미나 2017년 3월 15일

15일 (수) 삼성동
코엑스에서 “한미 FTA 발효 5주년 기념 세미나”를 개최했다. 중앙일보의
미디어 후원으로 개최된 본 세미나는 한미 FTA가 발효되었던 3월 15일 당일에 개최되어 의미를 더했다.
본 세미나에는 주형환 산업통상자원부 장관, 제프리 존스 미래동반자재단 회장 겸 전 암참 회장, 김인호 한국무역협회 회장 등 한미 양국 경제계 대표들과 한미 FTA의 주역 인사인 김종훈, 웬디 커틀러 前 한미 FTA 수석대표 및 약 300여명이 참석하여 한미 FTA의 과거와 현재, 그리고 미래를 되짚어보고, 양국 경제계의 한미 FTA 5주년 평가와 성공사례에 대해 토의하는 시간을 가졌다.
이 날 행사는 한국무엽협회 김 회장, 존스 이사장, 그리고 주 장관의 개회사로 시작됐다. 존스 이사장은 개회사를 통해
“최근 한미 양국의 정치 상황에 따른 불확실성 속에서도, 암참은
앞으로도 한미 양국의 상호 발전과 번영을 위해 지속적으로 노력할 것”이라 전했다. 이어서 주 장관은 지난 5년간 한미 FTA를 확대 및 발전 시키기 위해 노력해준 한미 양국의 기업인 및 경제계에 감사의 표현을 전했다.
첫 번째 세션에서는 김종훈, 웬디 커틀러 前 한미 FTA 수석대표가 존스 이사장과의 좌담을 통해 “한미 FTA의 성과와 미래”를
주제로 다양한 한미 FTA 관련 질문에 대답했다.
협정 초기 당시의 의도와 목적에 대한 질문에 대해, 커틀러
전 수석대표는 협상의 초기 단계에서 많은 어려움이 있었으나, 한국 대표측에서 협상을 이루기 위한 협력의
노력을 보여주어 미국측에서도 더욱 노력하여 화합을 이루어 낼 수 있었다고 밝혔다.
또한, 커틀러 전 수석대표는 한미FTA가 양국 파트너십의 중요한 중심 (pillar)의 역할을 해왔음을
강조하며, 미국 내 한국이 파트너로 발돋움하는 데 기여했다고 평가했다.
두 번째 세션에서는 양국 경제계와 학계 대표들이 “한미
업계가 바라본 한미 FTA 5주년 평가와 성공사례”를 주제로
논의를 이어갔다. 데이비드 럭
전 암참 회장 겸 유나이티드항공 한국지사장은 발표를 통해 한미 FTA의 실직적인 혜택을 발표하고, 한미 FTA를 “호혜적인
한미 경제관계를 확대하는 성장동력”으로 평가했다. 이어서
손열 연세대학교 국제대학원장, 박선정 한국마이크로소프트 대표 변호사 외 패널들은 한미 FTA의 성공사례를 분석했다.
본 세미나 후 이어진 리셉션에서 암참과 한국무역협회는 양국 기업인들의 한미 경제 발전과 상호 번영을
기원하며 공동 성명서를 발표했다. 본 성명서에서 주한 미국기업과 한국 무역업계는 ① 한미 FTA는 포괄적 동맹관계를 구축하기 위한 양국의 의지를 상징하고 호혜적인 경제관계를 확대하는 성장 동력이며, ② 한미 FTA는 양국의 기업과 소비자 모두에게 실질적인 혜택을
가져다 준 포괄적이고 수준 높은 모범적 무역협정이며, ③ 한미 FTA의
성실한 이행은 경제의 투명성을 확보하고, 생산성을 향상시켜 국민의 번영에 기여하며, 궁극적으로 양국의 국가경쟁력 제고에 이바지한다고 평가했다.
또한 양국 경제계는 ④ 양자간 무역과 투자를 확대하기 위하여 협력하고, 양질의 일자리 창출을 적극 지원하며, 한미 FTA가 지속적으로 양국 경제발전에 이바지 할 수 있도록 노력하고 ⑤ 한미동맹과
한미 FTA 두 축을 바탕으로 양국의 선린우호 관계가 더욱 발전해나가기를 기대하며, 이를 위해 양국 국민, 산업계, 기관
