Establishing a better balance
between supporting innovation and regulating the market September 29, 2022 - The
American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim)
hosted the AMCHAM Blockchain Seminar 2022 on September 29 at the Conrad Seoul
Hotel. This event was designed to navigate important trends of the blockchain
ecosystem and explore its value across all industries.
Held for the first time, the
AMCHAM Blockchain Seminar provided a platform through which representatives
from key stakeholders from the Korean and the U.S. governments, academia, and
industries could discuss and share their valuable insights on the key theme of
“Crisis in Confidence.”
With about 200 people in
attendance, the event began with opening remarks by James Kim, AMCHAM Chairman
& CEO. “There’s no doubt that blockchain technology is an exciting
development with the potential to revolutionize many industries. More and more
companies globally are showing their determination to grasp and adequately
apply blockchain technology to their operations and everyday life,” he said. “This is a crucial moment for
Korea to decide how it will handle blockchain and what role it will play in the
global digital asset market,” he continued. “In this context, it is critically important
to create a sustainable regulatory environment where all of us can thrive
long-term and find a balance between promotion and regulation.”
H.E Lee Bok-hyun, Financial
Supervisory Service (FSS) Governor, said in his congratulatory remarks, “As the
Korean and U.S. governments strive to regulate digital assets, the role of
private sectors in leading efforts to create innovative services that promote
consumer benefits and create quality jobs is critical.” He continued, “As both
Korean and U.S. companies have been leading the global industry trends
together, we expect that cooperation between Korean and U.S. companies related
to blockchain will be further emphasized given the cross-border nature of
digital assets.”
Partnered with Dunamu,
crypto.com, Cumberland, Kim & Chang, Ozys and Polygan, this event explored
a variety of topics in the revolutionary new space of blockchain,
cryptocurrency and NFTs with major experts in the field. The seminar, which ran
from 9am to 6pm, was divided into three sessions exploring issues related to
regulation and promotion, technological development and business trends, and
digital assets as investment instruments.
Lee Sir-goo, CEO of Dunamu,
delivered a keynote speech on the theme of “Proposal for Regulating the Korean
Crypto Market: The Need for Categorization and Self-Regulation.” He underlined,
“Crypto assets are developed to perform diverse tasks, and therefore can be
classified under a few different types of categories such as payments,
securities, network, and various utilities. Categorizing asset types will fill
the regulatory blind spots. Operating a private self-regulatory organization
group will provide breathing room for the industry to grow and eventually
contribute to legislative decisions in Korea. It is important for crypto asset
regulation in Korea to be flexible enough to align with the global standards.”
Senior Foreign Attorney of Kim
& Chang Yi Jong-goo followed with a presentation titled, “Toward Balanced
Regulation in Korea for the Crypto Industry.” He said, “The new regulatory
framework should strike a fine balance between supporting transformative
innovation potential for digital assets and blockchain technology while
protecting investors and establishing market integrity. A new independent
agency to achieve these objectives should be carefully considered in light of
the evolving nature of the digital asset industry and the conservative
approaches expected from the existing financial regulators. Global coordination
of regulations is also critical given the cross-border nature of digital
assets.”
In the second session, the
event continued to feature technological developments and business trends of
blockchain. Kim Woo-suk, Business Director of LINE NEXT Inc, and CEO of LINE
Tech Plus, delivered a keynote speech on the topic of “How NFTs are Changing
the Internet.”
Ra Kyung-soo, Chief Operating
Officer of Ozys, presented on the theme of “Open Society & Ownership:
Implications of Web 3.0 and Blockchain.” “Blockchain, the base technology of
Web3, is meaningful in expanding and strengthening ownership of assets,” he
asserted. “Preparation for the Web3 era that fits the nature of blockchain
requires deep reflection from everyone.”
Arpit Sharma, Vice President of
Enterprises at Polygon, also spoke about “Web 3.0 Adoption for Enterprises:
Lessons, Trends, and Opportunities.”
In the third session, Song Ik,
Adjunct Professor of Management Technology at Korea University, delivered a
keynote speech on the theme of “Digital Asset and NFT Strategies for
Corporations.”

Patrick Yoon presented in this session under the theme of “NFTs as an Effective
Engagement Platform for Korean Businesses, Artists, and Creators to Reach
Global Customers / Fans,” and Korea Country Head of Cumberland Hong Joon-kee
spoke about “Financial vs. Digital Asset Capital Market.”
Patrick Yoon highlighted, “The
utility of NFTs is poised to broaden significantly and play a big part in
supporting culture and communities. As an industry, we are excited to play our
part in supporting artists, creators, and collectors on the journey ahead
together.”
Country Head Hong Joon-kee
said, “Korea’s digital asset capital market is still primarily a retail market.
For it to become more efficient and professional, Korea needs more digital
asset capital market facilitators, providing services to institutions, similar
to the financial capital market.”
Each session also included
panel discussions, during which several blockchain experts and presenters
examined the discussed the current state and future of the blockchain
ecosystem.
In a time where blockchain
technology can heavily influence our individual lives as well as society as a
whole, it is now more important than ever to engage in a discussion on how
blockchain can and should be used. The AMCHAM Blockchain Seminar aimed to
discuss these methods. ###주한미국상공회의소, 블록체인의 가치와 미래를 논하다 제1회 ‘암참 블록체인 세미나 2022’ 성료 블록체인 산업 육성과 시장 규제 간의 균형 잡힌 규제 환경 조성 방안 등 모색 2022년 09월 29일 - 주한미국상공회의소(암참; 회장 겸 대표이사 제임스 김)는 금일 콘래드 호텔 그랜드 볼룸에서 ‘2022 블록체인 세미나 (Blockchain Seminar 2022)’를 개최했다. 이번 세미나는 블록체인 분야 최신 기술 및 트렌드를 소개하고 이 분야 최고 전문가들의 식견과 통찰력 공유를 통해 전 산업에 걸친 블록체인의 가치를 함께 탐색하기 위해 마련되었다. 올해 처음으로 개최되는 암참의 이번 블록체인 세미나에는 한·미 정부, 산업계, 학계 및 다수의 글로벌 기업 관계자가 참석한 가운데 ‘Crisis in Confidence’를 주제로 토론의 장을 열었다. 200여명이 대면 참석한 가운데, 이번 세미나는 제임스 김 암참 회장 겸 대표이사의 개회사로 시작되었다. 그는 “블록체인 기술이 다양한 산업에의 혁명을 일으킬 수 있는 잠재력을 가진 흥미로운 혁신이라는 것에는 의심의 여지가 없으며, 전세계적으로 블록체인 기술을 습득하여 업무와 일상생활에 활용하고자 하는 의지를 보이는 기업이 늘어나고 있다.” 고 말했다. 그는 이어, “바로 지금이 대한민국이 블록체인을 어떻게 받아들이고 글로벌 디지털 자산 시장에서 어떤 역할을 하게 될 것인지를 결정할 중요한 순간” 이라고 덧붙이며, “이런 맥락에서 우리 모두의 성장과 번영을 위한 지속가능한 규제 환경을 조성하고, 지원과 규제 사이 균형을 찾는 것이 매우 중요하다” 고 강조했다. 이복현 금융감독원장은 또한 축사를 통해, “한·미 정부가 디지털 자산 규율과 관련하여 다양한 노력을 기울이고 있는 가운데, 소비자 편익을 증진시키고 양질의 일자리를 창출하는 혁신서비스 탄생을 위해서는 민간 기업 주도의 혁신 노력도 중요하다.” 라고 밝히며, “지금까지도 한·미 기업들이 세계 산업의 트렌드를 함께 선도해 왔지만, 초-국경성이라는 디지털자산의 특성으로 인해 블록체인 관련 한·미 기업들의 협력은 더욱 강조될 것으로 기대한다.” 라고 덧붙였다. 두나무, 크립토닷컴, 컴벌랜드, 김앤장법률사무소, 오지스, 폴리곤의 후원으로 개최된 이번 세미나는 한·미 정부, 국내외 재계 대표를 비롯하여 블록체인 각 분야별 주요 전문가들이 다수 참석한 가운데 ▲“육성과 규제 사이의 균형”, ▲“기술 개발과 최신 트렌드”, ▲“투자 수단으로의 디지털 자산” 등 크게 세개의 세션을 통해 블록체인, 암호화폐, NFT 등의 이슈에 관한 다양한 주제를 탐구했다. 이날 첫 번째 발표자로 나선 두나무 이석우 대표이사는, “한국 암호화폐 시장 규제에 대한 제안”을 주제로 범주화와 자율규제의 필요성에 대해 역설하며, “암호 자산은 다양한 작업을 수행하기 위해 개발되므로 결제수단, 보안, 네트워크 및 기타 자원 등의 여러 유형으로 범주화 되는데, 이러한 범주화가 규제 사각지대를 해소할 수 있다고 본다. 또한, 민간 자율 규제 조직을 운영하면 산업이 성장할 수 있는 숨통을 틔우고 결국 국내 입법 의사결정에 기여할 수 있을 것이다.” 라고 말했다. 그는 또한, “글로벌 스탠더드에 맞춰 국내 암호화폐 자산 규제의 유연성을 갖추는 것이 중요하다고 생각한다.”고 덧붙였다. 이어 김앤장 법률사무소 이종구 외국변호사가 “국내 암호화폐 산업의 균형 잡힌 규제를 위한 방안”을 주제로 발표를 이어갔다. 그는 “새로운 규제 프레임워크는 시장 무결성 확립과 투자자 보호의 측면, 디지털 자산과 블록체인 기술의 혁신적 잠재력 지원 사이에서 미세한 균형을 이룰 수 있어야 한다. 이러한 관점에서, 앞으로의 규제는 디지털 자산 산업의 혁신적 특성과 기존 금융 규제당국이 기대하는 보수적 관점이라는 두 가지 토끼를 모두 잡을 수 있도록 신중한 접근이 필요할 것이다.” 라고 말하며, “디지털 자산의 초국가적 특성을 고려할 때, 글로벌 환경에 맞도록 규제를 집행하는 것 역시 매우 중요하다.”고 강조했다. 점심 식사 후 속개된 두 번째 세션에서는, 블록체인의 기술발전과 최신동향을 주제로 발표가 이어졌다. 먼저, 김우석 라인 테크 플러스 대표이자 라인 넥스트 사업 이사가 “NFT가 어떻게 인터넷을 변화시키고 있는지”를 주제로 기조연설을 했다. 뒤이어 라경수 오지스 최고운영책임자(COO)는 또한, “개방 사회와 소유권: 웹 3.0과 블록체인의 시사점”을 주제로 발표를 이어갔다. 그는, “Web3의 기반 기술인 블록체인은 자산의 소유권 확대 및 강화에 의의가 있다.”고 말하며, “블록체인의 본질에 걸맞은 Web3 시대 준비를 위해 모두의 깊은 성찰이 필요하다”고 덧붙였다. 이어 아르핏 샤르마 폴리곤 글로벌 사업 부문 부사장이 “기업을 위한 Web 3.0의 도입: 교훈, 동향 및 기회”을 주제로 발표를 이어갔다. 마지막 세번째 세션에서는 고려대학교 기술경영전문대학원 송익 교수가 “기업의 디지털 자산과 NFT 전략”을 주제로 기조연설을 했으며, 이후 패트릭 윤 크립토닷컴 대표는 “한국의 기업, 예술가 그리고 창작자와 해외 고객 및 팬을 결하는 효과적 플랫폼으로서의 NFT”라는 주제로, 마지막 발표자로 나선 홍준기 컴벌랜드 코리아 대표는 “금융시장 vs 디지털자산 자본시장”을 주제로 모든 연사자가 발표를 마쳤다. 발표를 통해 패트릭 윤 사장은 “NFT는 확장성을 무기로 다양한 영역과의 협업을 위한 준비가 되어 있으며, 특히 문화 및 커뮤니티를 지원하는 데에 매우 큰 역할을 하게 될 것이다.” 라고 말하며, “우리 업계는 이제, 아티스트와 창작자, 그리고 수집가 모두를 위한 우리의 역할을 최선을 다해 이행해 나갈 것.” 이라고 덧붙이며 각오를 밝혔고, 홍준기 대표는 “한국의 디지털자산 자본시장은 여전히 주로 소매 단계에 머물러 있다. 보다 효율적이고 전문적인 단계로 나아가기 위해서는, 금융자본시장과 마찬가지로 디지털자산 관련 서비스를 기관에 제공할 조력자가 많아져야 한다.” 고 말했다. 이 날 함께한 모든 연사들을 포함한 다양한 분야의 블록체인 전문가들은 또한 세션 별 패널 토론을 통해 블록체인 생태계의 현재와 미래에 대해 폭넓게 논의하는 시간을 가졌다. 우리 사회는 물론 개개인의 일상에도 큰 영향력을 가진 블록체인에 대한 사회적 고찰과 어떻게 활용하고 적용할 것인지에 대한 폭넓은 논의가 이루어져야 할 지금, 암참은 이번 세미나 개최를 통해 그 해답을 찾아 나가기 위해 이번 세미나를 마련하였다.
