Exploring FSS Policy Priorities for 2024 and Reform Initiatives to Foster the Financial

Services Industry in Korea and to Facilitate Korea's Emergence as a Financial Hub in the Asia Pacific

June 03, 2024 - The American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim) hosted a Special Luncheon with Financial Supervisory Service (FSS) Governor Lee Bokhyun at the Grand Hyatt Seoul Hotel today.

With representatives from global companies across industries, including the financial industry, in attendance, Governor Lee Bokhyun of the Financial Supervisory Service outlined the agency’s policy priorities for 2024. He detailed various initiatives aimed revitalizing Korea’s financial services industry and explored strategies to establish Korea as the leading financial hub in the Asia Pacific region.

During his opening remarks, Governor Lee addressed global economic uncertainties such as elevated inflation and interest rates and expressed confidence in a soft landing in the global economy driven by recovering domestic demand in the U.S. and China. He further noted that real estate PF risks, previously identified as destabilizing factors in the Korean economy, are now being transformed into opportunities for economic growth. This is achieved by mitigating market uncertainties and fostering a virtuous cycle of funds, particularly through workplace investment initiatives.

In the Fireside Chat with AMCHAM Chairman & CEO James Kim, they discussed the “Corporate Value Up Program,” a Korean government initiative aimed at improving corporate governance and increasing the value of listed companies. They examined its impact on the local stock market and foreign direct investment. Governor Lee also shared insights on how Korea can enhance its competitiveness against other Asian financial hubs like Singapore, Hong Kong, and Shanghai through regulatory reforms.

Other topics included fostering financial digital innovation within the framework of Korea-specific regulations and enhancing the quality of life for expatriates in Korea. The discussion also addressed AMCHAM's role in supporting the FSS to position Korea as a regional financial hub, especially given the recent surge in bilateral investments between the U.S. and Korea.

Chairman & CEO James Kim said, “According to AMCHAM’s 2024 Business Survey, Korea has consistently ranked as the second most preferred location for regional headquarters for the third consecutive year, following Singapore. There are more than 5,000 companies with regional headquarters in Singapore and 1,400 in Hong Kong. Korea has less than 100, which signifies strong upside potential. Korea should not take a second seat to any country here in Asia.”

He continued, “Given Korea’s world-class digital infrastructure, innovation, and strong economic fundamentals, we believe that now is the opportune time for Korea to position itself as a regional innovation hub in the Asia Pacific. To unlock Korea’s true potential, it is imperative to create a regulatory environment consistent with global standards. Our survey highlights that Korea-unique regulations and digital economy policies are two of the most critical areas affecting the business environment in Korea. In this context, I am grateful for Governor Lee’s remarkable vision for the future of Korea’s financial services and his willingness to engage the AMCHAM community.”

Lee Bokhyun, Financial Supervisory Service (FSS) Governor, said, “AMCHAM has recognized Korea's significant potential as a leading regional hub in the Asia-Pacific region. The financial authorities align with AMCHAM's perspective, and we are committed to identifying and reforming regulations that do not meet global standards and impede the healthy growth of companies.”

He added, “We will collaborate with relevant ministries to address the major challenges foreign companies face when entering Korea, such as labor market rigidity, high tax rates, and complex taxation standards, as highlighted in AMCHAM's “Korea as a Regional Headquarters (RHQ)” Report. Through these efforts, I am confident that companies operating in Korea, including AMCHAM members, will achieve strong competitiveness in the global market, benefiting from smooth business activities, various cooperation opportunities, and innovative next-generation technology development.”

주한미국상공회의소, 이복현 금융감독원장 초청 오찬 간담회 개최

금융 서비스 산업 활성화를 위한 2024년도 금융감독원의 정책 우선순위 및 개혁 과제 논의 통해 

대한민국의 아·태지역 금융 허브로의 도약 촉진 방안 모색  

금융 업계를 비롯한 다수의 글로벌 기업 대표가 참여한 가운데, 이복현 금융감독원장은 2024년 금융감독원의 정책 우선순위를 비롯해 금융 서비스 산업 전반의 활성화 및 동력 강화를 위한 주요 방안들을 소개하며, 대한민국이 아·태지역의 핵심 금융 허브로 도약하기 위한 전략을 공유했다.  

이복현 금융감독원장은 모두발언을 통해 고물가·고금리 등 글로벌 경제 불확실성 속에서 미국과 중국의 내수 회복을 중심으로 세계 경제 연착륙에 대한 기대감이 나타나고 있다고 말하며, 우리 경제의 불안 요인으로 지목되던 부동산PF 리스크 또한 사업장별 옥석 가리기를 통해 시장 불확실성을 해소하고 자금 선순환을 도모함으로써 위험요인을 오히려 경제성장의 기회 요인으로 전환해 나가고 있다고 덧붙였다.  

제임스 김 암참 회장 겸 대표이사와 이복현 금융감독원장은 이어진 좌담을 통해, 최근 한국 정부가 기업 지배구조 선진화와 상장기업 가치제고를 위해 발표한 “기업 밸류업 프로그램”과 이 프로그램이 국내 주식시장 및 외국인 직접투자에 미치는 영향에 대해서도 논의했다. 이복현 금융감독원장은 또한, 규제 개혁을 통해 한국이 싱가포르, 홍콩, 상하이 등 아시아 여타(餘他) 금융허브와 견주어 경쟁력을 강화할 수 있는 방안에 대한 통찰을 제시하기도 했다.  

이 외에도 한국 특유의 규제들을 완화함으로써 금융 산업의 디지털 혁신을 촉진하고 나아가 한국 內 외국 주재원들의 삶의 질을 향상시킬 수 있는 방안, 아울러 최근 그 어느 때 보다 활발한 한·미 양국간 투자 상황 가운데 대한민국이 역내(域內) 금융 허브로 자리매김하기 위한 암참의 역할과 금감원과의 협력 방안 등도 논의되었다.  

제임스 김 암참 회장 겸 대표이사는 “2024 암참 국내 경영 환경 설문조사’에 의하면 대한민국은 3년 연속 싱가포르 다음으로 역내(域內)에서 아시아 지역 본부로 선호하는 지역에 2위로 이름을 올려, 다국적 기업들에게 매력적인 투자처임을 다시 한번 확인할 수 있었다. 그럼에도 불구하고, 싱가포르에 자리잡은 글로벌 기업의 아·태지역 본부는 5,000여개, 홍콩은 1,400여개인 반면 한국에는 100개도 채 안 되는 것이 현실이다. 한국이 아시아 역내(域內) 여타 경쟁국에 1위를 빼앗길 이유가 전혀 없는데도 말이다.”라고 말했다.  

그는 또한, “대한민국의 세계적인 수준의 디지털 인프라와 혁신, 강력한 경제 펀더멘털을 고려할 때 바로 지금이 한국이 아·태지역의 비즈니스 혁신 허브로 자리매김할 수 있는 적기.”라고 말했다. 그는 이어 “대한민국이 가진 잠재력을 최대한 발휘하기 위해서는 글로벌 스탠다드에 부합하는 규제 환경을 조성하는 것이 필수.”라고 말하며, “앞서 말한 암참의 국내 경영 환경 설문조사에서도 한국 특유의 규제와

디지털 금융정책이 한국에서의 경영 환경에 영향을 미치는 가장 중요한 두 분야임을 확인할 수 있었다.”고 강조했다.  그는 이어, “한국 금융서비스 업계의 미래에 대한 이복현 금감원장의 비전과 탁월한 리더십, 암참 회원사와의 적극적인 소통에의 의지를 보여주신 데에 진심으로 감사의 말씀을 전한다.”  고 밝혔다.  

한편 이복현 금융감독원장은 또한, “암참은 한국을 글로벌 기업의 아시아 태평양 지역본부 유치국으로서 그 잠재력을 높이 평가한 바 있다.”고 말하며, “금융당국도 암참의 평가에 깊이 공감하며 기업들의 건전한 성장을 저해하는 글로벌 스탠다드에 맞지 않는 규제들이 있다면 이를 적극 발굴하여 과감히 개선해 나가겠다.” 고 밝혔다.  

그는 또한, “특히 지난 ‘24년 3월 암참의 전략 보고서’에서 제시된 노동시장의 경직성, 높은 세율, 복잡한 과세기준 등 한국에 진입하려는 외국계 회사들의 주요 제약 요인에 대해서도 관계부처와 함께 합리적으로 정비해 나가도록 노력할 것.” 이라고 덧붙이며, “이러한 노력을 통해 한국이 금융과 비즈니스를 모두 아우르는 글로벌 중심지로 거듭나게 되면 암참 회원사를 포함하여 한국에서 활동하는 기업들이 원활한 기업활동, 다양한 협업 기회, 혁신적인 차세대 기술 개발 등을 바탕으로 글로벌 시장에서 탄탄한 경쟁력을 갖춰가며 성장해 나갈 수 있을 것이라 확신한다.” 고 말했다.
