Over the past year, Nelson has been deeply involved in the Biden campaign, serving as an outside advisor on trade and foreign policy issues. He served on the Obama-Biden transition team in 2008 and has also advised every Democratic presidential campaign since 2004 on foreign policy and trade matters.Prior to co-founding McLarty Associates in 1998, Mr. Cunningham served in the White House as Special Advisor to President Clinton on Western Hemisphere affairs and as General Counsel at the White House Office of Administration.  해리 해리스 주한 미국 대사가 지난 3월 23 서울 종로구 세종대로 주한 미국대사관에서 코리아타임스와 인터뷰 하는 모습. 심현철기자 [한국일보] 정부가 신종 코로나바이러스 감염증(코로나19) 대응에 어려움을 겪는 미국에 마스크 200만장을 긴급 지원했다. 지난 3월 24일 한미 정상간 통화에서 논의한 코로나19 공동 대응의 후속조치다.11일 외교부에 따르면 정부가 지원한 마스크 200만장을 실은 미국 측 화물기는 이날(현지시간) 미국에 도착, 연방재난관리청(FEMA)를 통해 의료현장에 보급될 예정이다. 현재 마스크 수출은 원칙적으로 금지됐지만 정부는 외국 정부가 공식 요청하는 경우, 인도적 목적에서 공급을 예외적으로 허용하기로 했다. 외교부 관계자는 “국내 코로나19 상황 및 마스크 수급 현황, 우리의 동맹국인 미국에 대한 지원 필요성 등을 종합적으로 고려한 결과”라고 밝혔다. 정부의 마스크 지원에 해리 해리스 주한 미국대사는 감사의 뜻을 전했다. 해리스 대사는 이날 오전 트위터에서 “마스크 200만장을 지원한 한국과 청와대에 큰 감사를 전한다”며 “한미 동맹과 우정은 70년 전처럼 굳건하다”고 강조했다. 정승임 기자 choni@hankookilbo.com

[코로나19 경제위기] 암참-한불상의-전경련 좌담회   24일 서울 영등포구 전경련회관 회의실에서 열린 코로나19 경제위기 극복 특별 좌담회에 참석한 제임스 김 주한미국상공회의소 회장, 권태신 전국경제인연합회 부회장, 다비드피에르 잘리콩 한불상공회의소 회장(왼쪽부터). 송은석 기자 siverstone@donga.com    ▼“코로나로 한국 보는 눈 달라져… 문제는 규제”▼“맥도널드는 한국에 400여 개 매장이 있는데 문을 닫은 곳도 없고, 드라이브스루와 딜리버리 혁신을 통해 비교적 작년 수준으로 경영을 유지하고 있다.”“매출 타격이 없을 순 없지만 한국은 백화점이 열려 있지 않나. 면세를 제외하고 프랑스 럭셔리 기업도 잘하고 있다.”한국에 투자한 미국, 프랑스 산업계를 대표하는 주한미국상공회의소(암참)의 제임스 김 회장, 한불상공회의소 다비드피에르 잘리콩 회장은 24일 “주요 선진 시장 중 한국은 거의 유일하게 사업 연속성을 유지하고 있는 나라다. 글로벌 기업들이 한국을 보는 눈이 달라졌다”고 말했다.동아일보는 암참, 한불상의, 전국경제인연합회와 공동으로 신종 코로나바이러스 감염증(코로나19) 위기 극복 방안을 논의하기 위해 좌담회 형식의 인터뷰를 마련했다. 암참은 주한 미국 기업 800여 곳, 한불상의는 프랑스 기업 370여 곳을 회원사로 두고 있다. 이번 좌담회에서는 한국이 높아진 세계적 위상을 바탕으로 더 많은 글로벌 투자를 유치하려면 각종 ‘갈라파고스’ 규제를 타파해야 한다는 지적도 나왔다. 잘리콩 회장은 “한국에 지금은 역사적으로 중요한 순간이다. 과다한 규제를 완화해 기회를 잡아야 한다”고 말했다.▼“한국 위상 높아진 지금이 기회… 정말 사업하기 쉬운 국가 돼야”▼ 한국에 투자한 외국계 기업인들은 2월 중순만 해도 걱정이 많았다고 했다. 일부 최고경영자(CEO)는 한국을 떠나 있어야 하나 고민도 했다. 하지만 2월 말부터 유럽과 미국에 신종 코로나바이러스 감염증(코로나19)이 심각하게 번지면서 생각이 바뀌었다. 미국과 유럽 공장은 가동을 멈췄고, 매장이 문을 닫자 길에 사람의 흔적이 없어졌다.24일 주한미국상공회의소(암참), 한불상공회의소, 전국경제인연합회가 참여한 좌담회에서 다비드피에르 잘리콩 한불상공회의소 회장은 “프랑스는 길거리 매장이 거의 문을 닫았는데, 한국에서는 어려운 상황에도 사업을 유지할 수 있다는 점이 많은 CEO의 (한국에 대한) 인식을 바꾸게 했다”고 말했다.실제로 한불상의는 이달 초 한국 정부의 코로나19 위기관리 대응을 주제로 프랑스 정부와 의회, 기업인 500여 명이 참가한 웨비나(웹 세미나)를 열었는데 해당 영상을 11만 명 이상이 조회했다고 밝혔다. 벨기에, 캐나다 퀘벡, 아프리카 등 프랑스어권 지역에서도 세미나영상을 찾아봤다는 것이다. 그만큼 한국의 코로나19 대응에 대한 관심이 높다는 의미라고 했다.▼“한국에서는 차, 햄버거, 럭셔리도 팔려”▼ 제임스 김 암참 회장은 “글로벌 자동차 컨설팅 회사의 3월 자동차 판매량 데이터를 보고 놀랐다”고 했다. 전 세계 자동차 판매 대수가 전년 동기 대비 약 40% 급감했다. 미국, 유럽, 중국, 일본 할 것 없이 다 줄었는데 한국에서만 늘었기 때문이다. 한국자동차산업협회와 수입차협회에 따르면 3월 국내 완성차 판매대수는 전년 3월 대비 9.1%, 수입차는 12.3% 늘었다. 잘리콩 회장 역시 “관광산업이 위축되면서 한국 내 면세 쪽 매출은 급감했지만 럭셔리 등 나머지 산업은 비교적 순탄하다”고 말했다. 그렇지만 수출이 절반 이상을 차지하는 한국 제조기업들의 구조상 해외에서의 부진은 큰 문제다. 권태신 전경련 부회장은 “한국 기업은 글로벌 밸류체인이 7, 8개국에 걸쳐 있는데 현재 생산이 매끄럽게 이어지지 못해 어려운 상황”이라고 말했다.  한국의 방역 대응은 놀랍지만 정부 지원 속도는 뒤진다는 지적도 나왔다. 미국 의회는 지난달 말 2조2000억 달러(약 2698조 원)의 경기부양법안을 통과시킨 데 이어 최근 4840억 달러(약 594조 원)를 추가로 지원하는 법안도 상원을 통과했다. 한국은 40조 원가량의 기간산업 지원책을 마련했지만 지원 근거가 되는 산업은행법 개정안이 아직 국회 통과 전이다. 김 회장은 “미국은 한국보다 코로나19가 늦게 퍼졌지만 부양법의 의회 통과가 빨랐다. 미국 국민은 이미 1200달러의 재난지원금을 받고 있다”고 말했다.잘리콩 회장은 “프랑스는 기업이 파트타임 직군의 고용을 유지하기 어렵다고 하면 일단 정부가 임금을 준다. 한국은 주로 대출보증 등 금융 지원이 많은 것 같다”고 했다. 김 회장과 잘리콩 회장 모두 “외국 기업도 한국에서 세금을 내고 한국인을 고용하는 만큼 지원에 차별이 있어서는 안 된다”고도 덧붙였다.▼“한국 선진국 위상에 걸맞은 규제완화 필요”▼ 김 회장이나 잘리콩 회장은 한국이 코로나19 사태 속에서도 사업 연속성을 유지하는 배경으로 정부의 방역 지침뿐 아니라 디지털 사회라는 점을 들었다. 글로벌 투자자들이 한국의 이 같은 이점을 더욱 눈여겨볼 것이라고도 했다. 잘리콩 회장은 “코로나19 사태 이후 더 많은 국가들이 한국에 관심을 기울일 것이다. 이때 폐쇄적인 국가로 보여서는 안 된다”며 “정말 사업하기 쉬운, 사업하고 싶은 국가가 돼야 한다”고 말했다.참가자들은 △한국의 노동 경직성 △국제 기준에 맞지 않는 인증제도 등을 완화해야 할 규제로 들었다. 김 회장은 “클라우드 시장을 보면 한국에만 있는 데이터 및 암호화 관련 독특한 규제들이 있다. 이 부분이 한국의 클라우드가 전 세계에서 활용되는 걸 저해할 수 있다”고 말했다. 권 부회장은 “코로나19 사태 이후 리쇼어링(국내로 공장 복귀) 기회를 잡아야 한다”며 “현재는 한국만 매년 임금협상을 하고, 한국만 화학물질 규제에서 유럽연합(EU)보다 높은 기준을 갖고 있다. CEO 처벌 조항도 많은 편”이라고 했다.잘리콩 회장은 “화학물질 인증제도가 한국만 다르다 보니 ‘비관세장벽’이 높다고 여기게 된다. 노동 시간을 줄여야 하는 데는 찬성하지만 한국은 법이 도입될 때 너무 빠르다. 천천히 적응할 시간을 줬으면 좋겠다”고 했다.    김현수 kimhs@donga.com·허동준 기자

Cost Reduction Measures & Subsidies   In this section, the webinar covered the various cost reduction measures that are available to companies under Korean law, such as encouragement to use annual leave, business suspension and layoffs. In addition to measures that companies can implement unilaterally, several measures were covered that companies can implement with consent of the employees.   On the topic of business suspension, which may take the form of full suspension or reduced working hours, the “employment maintenance subsidy” was mentioned. It is available under Korean law to support companies that must pay 70% of average wage to employees during the period of the business suspension, including the requirements to apply for the subsidy, the amount of the subsidy, how long the subsidy lasts and what restrictions apply while receiving the subsidy.      2. Work from Home   With the Korean government’s announcement on April 4, 2020 that it will extend the social distancing campaign that began on March 22, 2020 for another two (2) weeks, many companies are extending work from home arrangements.   In this section, the speakers discussed legal issues that may arise while employees work from home, including the legal rights of employers to enforce work from home, the legal right to call employees back to work, obligations to compensate for home utilities when a company asks employees to work from home and whether employees are still covered by workers’ compensation insurance.     3. Guidelines to Protect Employees’ Health   In this section, the speakers summarized the guidelines in place about travelling from overseas to Korea. This part covered the 14 day self-quarantine requirement, including where the quarantine can be served, how the Korean government enforces it as well as the criminal and civil consequences of violating the quarantine requirement.   The speakers also explained what companies should do when a case of COVID-19 is confirmed at their work place.
