About the Speaker

Personal Information Protection Committee Chairperson Haksoo Ko

Dr. Haksoo Ko is a preeminent expert on AI policy and governance. He is currently serving as Chairman of Korea’s Personal Information Protection Commission (PIPC), a ministerial-level government agency overseeing data policy and practice. Under his leadership, the PIPC formulated Korea’s national strategy for AI data and commenced active engagements with domestic and global stakeholders. He is also a member of UN AIAB, the high-level advisory body of AI experts, providing analysis and recommendations for the international governance of AI.

Prior to his appointment at the PIPC in 2022, Dr. Ko was a Professor of Law at Seoul National University (currently on leave). His research focused on legal and policy issues related to data privacy and AI. He has multi-disciplinary backgrounds in economics and law, and has years of experience in a multitude of academic as well as professional settings across the U.S., Europe, and Asia. He has conducted extensive research in areas encompassing law, economics, and technology. He received his J.D. and Ph.D. (Economics) from Columbia University.
