[중앙일보-CSIS 포럼] "중국발 '경제 의존성 무기화'에 대비해야" 중앙일보 정진우 기자 - 경제안보를 중심에 둔 미·중 공급망 경쟁은 한국에게 기회인 동시에 리스크를 내포한 복합 과제로 평가된다. 한국은 대중(對中) 견제용으로 평가되는 인도·태평양경제프레임워크(IPEF)의 원년 멤버로 참여하며 한·미 관계를 전략적 포괄 동맹으로 격상하는 추동력을 확보했다. 하지만 조 바이든 미국 행정부의 인플레이션 감축법(IRA)은 현대자동차 등 국내 기업에 대한 보조금 차별로 이어질 수 있다는 우려가 제기되고 있다.  주제네바 대사를 역임한 최석영 법무법인 광장 고문은 1일 중앙일보-CSIS 포럼에서 현 상황을 “강대국에 의해 일방주의와 보호주의, 여러 산업 정책이 나타나며 경제안보 위협이 부상하는 상황”으로 진단했다. 이어 “다자 무역 체제가 마비된 상태에서 지역별 경제 블록화가 이뤄지고 있고, 이를 바탕으로 미·중 양국은 굉장히 긴 경쟁관계에 돌입했다”며 “(한국의 IPEF 참여 이후) 중국 또는 특정 국가가 경제 의존성을 무기화할 수 있기 때문에 이에 대한 대비가 필요하다”고 조언했다. 이하 ‘경제안보와 중국 문제’를 주제로 열린 3세션 참석자들의 주요 발언.  박태호 서울대 국제대학원 명예교수·광장 국제통상연구원 원장  도널드 트럼프 전 미국 대통령이 취임하며 중국이 특정 분야에 대해 보조금을 지급하는 것에 대해 ‘불공정 거래’라고 비판했다. 보조금으로 인해 과잉 생산이 이뤄지고, 이 때문에 세계시장이 왜곡된다는 의미였다. 하지만 지금은 미국이 자국 우선주의 정책을 펼치고 있고, 일부는 세계무역기구(WTO) 협정이나 한·미 FTA 정신 위반 소지가 있다. 특히 IRA 등의 법과 정책은 반중국 조치이면서 포퓰리즘이다. 이런 상황에서 어떻게 미국과 정책적으로 함께할 수 있을지, 미국이 원칙과 가치를 위반할 경우 어떻게 해야 할지에 대해 고민이 필요하다.  수잔 손튼 전 미 국무부 동아태 차관보 대행·예일대 법대 선임연구원 최근 ‘미·중이 향후 수년 이내에 화해할 수 있냐’는 질문을 많이 받는다. 이는 미·중 경쟁이 격화되고 양국 관계가 악화되는 것이 전 세계 많은 국가에도 악영향을 미치기 때문일 것이다. 전반적으로 미·중 간 지정학적 경쟁의 구도가 이미 고착화했고, 갈등의 양상이 깊어지고 있다. 미국의 정치적 분위기 역시 민주·공화당 모두 중국에 강경하고, 이번 중간선거에서 공화당이 승리한 하원은 강한 대중(對中) 이니셔티브를 진행할 것으로 보인다. 이 경우 다시 한 번 미·중 간 긴장이 고조될 여지가 남아 있다.  최석영 법무법인 광장 고문·전 주제네바 대사  강대국을 중심으로 일방주의와 보호주의, 여러 산업정책이 추진되며 경제안보 위협이 부상하는 상황이다. 특히 (공급망 등) 상호 의존성을 무기화하는 상황이 발생한다. 국가안보 이슈가 확장되고 있고, 미·중 갈등과 코로나19 팬데믹, 기후변화 등이 복합적으로 작용하며 글로벌 공급 사슬망이 파괴됐다. 이같은 상황에서 한국은 IPEF에 참여하고, 인태 전략도 발표했다. 예측하긴 이르지만, 핵심은 IPEF가 잠재적 상호의존성을 무기화하는데 대한 집단적 억지력이 될 수 있을지의 문제다. 또 IPEF 참여로 중국이 경제 보복에 나설 경우 대응할 효과적 도구를 마련해야 하고, 경제의존성을 무기화하는 상황에 대비한 ‘다각화 노력’이 필요하다.  제임스 김 주한미국상공회의소(AMCHAM) 회장  현재 한국 수출액의 25%는 중국이 차지하고 있다. 기업가의 입장에서 매출의 25%가 한 국가, 혹은 한 대상에 집중되는 것은 그 누구도 원하지 않는 상황이다. 그 대상이 중국이기 때문이어서가 아니라 비즈니스의 입장에서 파트너를 다변화해야 한다. 특히 경제안보 측면에서 한·미는 더 긴밀한 관계를 맺어야 한다. 한국 입장에서 중국은 물론 중요한 시장이지만, 전략적 파트너십의 관점에서 무역활동과 투자 등 한·미 협력이 더욱 강해지고 빈번해져야 한다. IRA의 경우 긍정적인 결과가 나올 수 있다고 조심스럽게 예측할 수 있을 것 같다. 특히 한·미 관계는 장기적으로는 더 건강하게 번영할 관계이기 때문에, (IRA의 보조금 조항 등) 어려움은 극복할 수 있을 것이다.  이재민 서울대 법학전문대학원 교수  IRA에 대해선 한·미가 합의할 수 있는 공통의 근거를 마련해야 한다. IRA는 현재 많은 사람들에게 감정적·정서적 이슈로 자리했다. 특히 세계무역기구(WTO) 규범에 따르면 정부가 재정적 이유로 보조금을 지급하는 것 자체를 금지하고 있다. 하지만 정부 입장에선 팬데믹 등 다양한 이유로 어려운 산업을 보호해야 하고 보조금을 지급할 필요성이 커질 수 있다. 과거 협약들이 이런 사회적 변화를 반영하지 못하고 있는 셈이다. 유럽연합(EU)나 일본 등은 보조금 관련한 새로운 규정이 필요하단 인식으로 새 아이디어를 제안했는데, 협정의 보조금 조항에 대해선 하루 빨리 조치가 취해져 WTO가 분쟁 해결 기능을 재개하길 희망한다.  ◆중앙일보-CSIS 포럼  2011년부터 중앙일보와 미국 전략국제문제연구소(CSIS)가 공동 주최하는 국제 포럼. 한국과 미국의 전·현직 대외 정책 입안자들을 비롯한 양국의 대표적인 외교·안보 전문가들이 동북아 정세와 미래 아시아 평화의 해법을 제시하는 자리다. 포럼은 서울과 워싱턴에서 번갈아 열리는데 최근 2년간 코로나19 확산방지를 위해 온라인으로 개최했다. 1962년 설립된 CSIS는 미 정부의 외교·안보 정책에 큰 영향력을 미치는 국제적인 싱크탱크다.  출처: www.joongang.co.kr/article/25122359#home

Korea advised to find opportunities amid challenging US trade policies    Stronger Korea-US ties key to tackling supply chain crisis   By Park Jae-hyuk, The Korea Times - Two international relations professors and a lawyer specializing in economic sanctions urged the Korean government and conglomerates here to upgrade their ties with U.S. partners, so as to maximize benefits from the recent U.S. trade policies that intend to revitalize the American manufacturing industry by restraining the growth of Chinese firms.   During the 2022 Korea Times Forum titled, "New Challenges for Korea-U.S. Alliance," Wednesday, the three panelists for the forum's first session on economic security agreed that the two countries' bilateral cooperation will make it possible for both of them to overcome difficulties stemming from the growing uncertainties in the global business environment.   American Chamber of Commerce in Korea (AMCHAM) Chairman & CEO James Kim, who moderated the panel discussion, also preferred the word, "opportunity," over "challenge," saying he believes in new opportunities for the two countries' alliance.   In this regard, the participants shared the view that it is natural for Samsung Electronics, Hyundai Motor and various other Korean companies to make large-scale investments in the U.S. amid the recent supply chain disruptions.   "It is highly important to build a supply chain where there is a demand," said Lee Seung-joo, a professor in Chung-Ang University's Department of Political Science and International Relations, refuting the claim that the Korea-U.S. tech alliance only benefits the latter. "In terms of diversification, it may be a good strategy for Korean companies to invest in the U.S., not just in terms of cooperating with the U.S. government's reshoring policy."   Describing the semiconductor and automotive industries as "symbols" of the two countries' bilateral economic ties, Lee advised Korean firms to think about how to transform production cooperation into tech cooperation with the U.S., so that they can tap into the world's most innovative technological ecosystem.   Shin Tong-chan, a partner attorney at one of the nation's major law firms, Yulchon, also saw that both Korean and U.S. industries will benefit from Korean firms' investments in the American market. "Samsung Electronics and Hyundai Motor are already global companies investing in various parts of the world," the lawyer said. "They have heavily relied on supply chains in the overseas market. Due to the tensions between China and the U.S., however, Korean companies cannot rely on the Chinese market or production facilities anymore." From that standpoint, he said it has become inevitable for Korean companies to accept the U.S. request for friend-shoring, the strategy of building supply chains excluding unfriendly nations.   Lee Hyo-young, an assistant professor of international economy, trade and development studies at the government-run Institute of Foreign Affairs and National Security (IFANS), also regarded Korean firms' investments in the U.S. market as natural. However, she attributed their decisions mainly to the U.S. government's higher import barriers. "We need to consider that the hollowing out problem can occur in Korea because only large companies can afford those kinds of large investments in the U.S., while the rest of Korean companies cannot afford to do that," she said. "There can be many ways to enhance the technology alliance between the two countries, not only by inducing more investments in the U.S. but also by engaging in more R&D cooperation."   The panelists also mentioned the necessity of the two countries' cooperation to dispel worries among Korean electric vehicle industry insiders over the U.S. Inflation Reduction Act (IRA).   The Yulchon partner admitted that Korean companies will suffer difficulties at least in the short term, although he expects the relocation of their production facilities to the U.S. from China to enable them to benefit from the new U.S. law in the medium to long term.   The Chung-Ang University professor urged the Korean government to continue to make efforts to convince the U.S. government and Congress to grant exceptions to Korean companies. "It is highly important for the Korean government to coordinate with other countries with similar concerns. Korea should not seek its own interests in a very exclusive manner," he said. "Korea should also weigh carefully the benefits and costs of the IRA."   The IFANS professor said that artificially trying to make everything in the U.S. is not a very good strategy from a business perspective. "I hope that the two governments will be able to work it out," she said, adding that the Indo-Pacific Economic Framework for Prosperity (IPEF) could help coordinate Korea's strategic position.    Cooperation in semiconductors   Lee from the IFANS also emphasized that what happens with the IRA will decide whether or not Korea will participate in the Chip 4 alliance along with the U.S., Japan and Taiwan.   The two other panelists called for Samsung Electronics to seek international cooperation in order to manage its competition with TSMC in the global semiconductor foundry market, which has intensified as a result of recent U.S. support for the Taiwanese chipmaker amid the lingering trade war between Washington and Beijing.   While Lee from Chung-Ang University recognized TSMC for its rapid expansion in the U.S., Japan and Germany to deal with the geopolitical risks, Shin from Yulchon pointed out that Samsung Electronics lacks board members of foreign nationality, unlike TSMC, which has four board members from the U.S. and Europe.   Regarding the labor shortage in Korea's semiconductor industry, the IFANS professor advised the government to upgrade its plans to nurture semiconductor experts, so as to prevent them from moving to other countries.   The Yulchon partner urged the government to lift unreasonable regulations and give more autonomy to universities. The Chung-Ang University professor called for balanced and integrated approaches, while asking businesses to rethink their in-house training programs.   The AMCHAM Chairman & CEO suggested that the Korean government lower its regulatory hurdles, so that the nation's businesses can also look for talented foreign professionals and hire the best employees for them.   During the panel discussion, the participants also talked about the potential impact of the Russia-Ukraine conflict on the Korean economy.   "Due to the exposure of South Korean companies to the Russian energy market, many South Korean companies will face difficulties in going through this situation," Shin said. "On the other hand, Korea has been actively involved in fixing supply chain disruptions as well as providing assistance to humanitarian aid and to the defense industries in (Ukraine's) neighboring NATO countries like Poland, so in my view, it is a challenge but also an opportunity."   Chung-Ang University's Lee anticipated that the war would have a limited impact on the Korean economy, given the country's trade volume with Ukraine and Russia. However, he warned of energy price hikes and supply chain disruptions.   "Ukraine has some key materials required to produce semiconductors, such as neon gas," he said. "In collaboration with the U.S. government, the Korean government should keep track of any signs of instability in the supply chain."   The IFANS professor expressed concerns about the possibility of the geopolitical risk having a negative impact on supply chain resiliency and eventually cutting up supply chains into blocs based on different values and systems.   Source: www.koreatimes.co.kr/www/tech/2022/10/129_338616.html

Labor minister lukewarm on US firms' requests to ease industrial accident law   By Park Jae-hyuk, The Korea Times - U.S. businesspeople in Korea received a lukewarm answer from the labor minister of the business-friendly Yoon Suk-yeol administration, in response to their requests to ease the Serious Accidents Punishment Act (SAPA), which can send a company's CEO to jail if a fatal industrial accident occurs at the company's workplace.   During Tuesday's luncheon meeting between Minister of Employment and Labor Lee Jung-sik and members of the American Chamber of Commerce in Korea (AMCHAM), the minister emphasized that it is too early to talk about revising the law, which took effect just nine months ago.   "The SAPA is intended mainly to prevent frequent industrial accidents in Korea, rather than to punish CEOs," he said. "CEOs do not need to worry about this law if they fulfill their duty to check safety measures."   Although AMCHAM Chairman James Kim told the minister that many U.S. businesspeople regard the Korean law as a "very unique regulation," Lee said that the government is only able to revise the enforcement decree within the minimum necessary level.   "We will try to make our labor policies meet global standards, but Korea has had the world's worst level of fatal industrial accidents," Lee said. "The country has become one of the largest economies among the OECD countries, but it is still the 'republic of industrial accidents.'"   In response to a question about easing the requirement for the 52-hour workweek, the minister noted that Korea has also has the longest working hours among the OECD members, although he added that the government has been seeking to allow some scheduling flexibility.   Regarding a question on the possibility of differentiating minimum wages by industries, Lee said that labor and management may discuss this issue early next year, once a labor policy research institute finishes collecting data related to minimum wages.   He also said that the government is not allowed to force businesses to replace their seniority-based wage system with a performance-based payment system, as it basically depends on agreements between labor and management. "A balanced approach is necessary for labor policies," the minister said.   This was the first time in eight years for the AMCHAM members to hold a meeting with Korea's labor minister.   AMCHAM Chairman James Kim appreciated that the Korean government has recognized the importance of inducing foreign direct investment (FDI) and shown that it values stakeholder input from the global business community. 고용부 장관 만난 암참 회장 “중대법, CEO에 불공정할수도”  조선일보 이준우 기자 - 이정식 고용노동부 장관이 18일 오후 서울 포시즌스 호텔에서 주한미국상공회의소(AMCHAM·암참)가 주최한 주한미국기업과의 간담회에 참석해 건의사항을 청취하고, 우리나라의 노동시장 개혁 방향을 논의했다. 이날 간담회는 이 장관과 제임스 김 암참 회장간의 대담 형식으로 진행됐다. 행사에는 암참 이사진을 비롯, 주한미국기업 임원등 80여명이 참석했다.   이 장관은 인사말에서 “과거 산업화 시대에 제조업 공장 근로자를 전제로 형성된 노동규범은 조금 더 유연하고, 노사의 자율성을 보장하는 방향으로 개편되어야 한다”며 “노동 시장의 핵심 요소이자, 근로자와 가족 모두의 생활에 직접 영향을 미치는 근로시간 제도와 임금 체계도 개선이 시급하다”고 밝혔다. 또 “기업과의 충분한 소통을 통해 투자애로 해소 및 규제 완화 등 민간기업의 투자 확대를 적극 지원하겠다”고 말했다.   이날 간담회에서 주한미국기업을 대표해 대담에 나선 제임스 김 암참 회장은 가장 먼저 한국의 중대재해처벌법에 대한 우려를 나타냈다. 김 회장은 “CEO들이 일자리에서 일어나는 중대 사고에 책임을 지게 돼 여러 기업 임원들이 관심을 갖고 있다. 어떻게 중대법이 이행이 될 지 비전을 말해달라”고 요청했고, 이 장관은 “중대법의 취지는 CEO를 처벌하겠다는 것이 아니라 사고가 일어나지 않도록 예방하자는 것”이라며 “마땅히 했어야 할 CEO로서의 안전 의무를 이행했다면 걱정 안해도 된다”고 답했다. 이어서 “중대법은 시행한 지 9개월 밖에 되지 않아 법 개정을 논의하기엔 이르고, 시행령 개정에 대해 관심이 많은데 모호하고 애매한 내용을 고쳐야 할 것으로 보고 준비하고 있다”고 답변했다.   이에 김 회장은 “CEO로서는 개인적으로 불공정한 상황이 펼쳐질 수 있다”며 “중대법 적용에 있어 어느 정도 유연성이 발휘될 수 있는가”라고 재차 질문했다. 이 장관은 “시행령도 모법이 위임한 범위 내에서 최소한으로 고칠 수 있기 때문에 그런 부분에서는 (유연성 확대가) 쉽지 않다”고 답했고, 김 회장은 “한국이 OECD 국가 중 산업재해 사망률이 굉장이 높아 이렇게 강력한 법안을 내놓은게 아닌가 싶다. 이 장관도 우리를 도우려 한다는 것을 알겠다”고 말했다.   한편 이 장관은 “한국의 호봉제 임금 시스템을 법으로 바꿀 의향이 있는지”에 대한 질문에 “임금 체계는 노사가 자율로 결정한 사안”이라면서도 “평생 고용이나 장기 근속을 전제로 했던 임금 체계가 지속 가능한가라는 문제 의식이 있다. 노사가 주도적으로 고쳐나가도록 정부가 지원하되, 법으로 규제할 사안은 아니다”라고 답했다. 주 52시간제도 개편에 대해서는 “근로시간 선택권을 확대하고 노동자의 건강권을 함께 보장하는 방향으로 갈 것”이라며 “미래노동시장연구회가 정부와 독립적으로 연구하고 있고, 권고안에 따라 개혁 방향을 도출할 생각”이라고 밝혔다.   출처:www.chosun.com/national/labor/2022/10/18/DLDJWD2RYVCMZF6WX5PMXKSVII/?utm_source=naver&;utm_medium=referral&utm_campaign=naver-news

대한항공·뉴욕시·암참, 뉴욕 내 새로운 기회 창출 위해 협력 헤럴드경제 원호연 기자 - 대한항공이 뉴욕시, 주한미국상공회의소(AMCHAM)와 손잡고 뉴욕 내 소수인종·여성기업과의 협력을 확대한다. 대한항공은 11일(현지시간) 미국 뉴욕 시청사에서 에릭 애덤스(Eric Adams) 뉴욕시장, 조원태 한진그룹 회장 그리고 제임스 김 AMCHAM 회장 겸 대표이사가 3자간 양해각서 (MOU)를 체결했다고 밝혔다. 이번 MOU 체결은 뉴욕 지역에서 국내 기업의 투자를 증대시키고 뉴욕 지역에서 새로운 기회를 창출하기 위한 이니셔티브의 첫걸음이다. 대한항공은 뉴욕시 인증을 받은 소수인종·여성기업 (M/WBE)과의 협력을 확대하고 뉴욕시 중소기업 인력에 대해 인턴십 프로그램을 신설한다. 본 협약은 또한 소수인종·여성기업 (M/WBE)의 한국 시장 진출 지원도 포함하고 있다.   이 날 조원태 회장은 “대한항공은 뉴욕에 기반을 둔 중소기업, 소수인종·여성기업들에게 협력의 기회 제공할 수 있게 되어 기쁘게 생각한다”며 “40년 넘게 항공편을 띄워온 뉴욕시에 기회의 창을 넓히는 계기로 만들겠다”고 말했다.   제임스 김 암참 회장 겸 대표이사는 “이번 MOU는 3자 간 강력한 협업의 완벽하고도 상징적인 윈-윈-윈 시나리오가 될 것” 이라며 “앞으로도 암참의 ABC(American Business Center) 프로그램을 통해 미국 국적 중소기업의 한국시장 진출을 지속적으로 지원하고 한국 기업의 뉴욕 투자를 장려해 나가겠다”고 덧붙였다.   에릭 애덤스 뉴욕시장은 “경제가 점차 회복세를 보이고 있는 지금이 바로 뉴욕 투자의 적기”라면서 “이번 협약이 5개 자치구 전체에 미칠 엄청난 경제적 파급력을 기대한다”고 말했다.   출처: http://news.heraldcorp.com/view.php?ud=20221012000192
